- This is a NOTICE OF INTENT TO CONDUCT A SOLE SOURCE ACQUISITION utilizing the test procedures prescribed under FAR Subpart 13.5. The Mission and Installation Contracting Command, Fort Sam Houston Contracting Office on behalf of the Army Resiliency Directorate (ARD), Office of the Deputy Chief of Staff G-1 SHARP Program Office intends to negotiate and award a contract to NFORMD.NET in accordance with FAR 13.501(a)(1)(ii), because only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique. This order will be issued to NFORMD.NET located at 6618 Waterman Ave, St. Louis, MO 63130-4659 to procure services in support of Army's SHARP Distance Learning (DL) Program. This requirement provides facilitated training support packages, facilitator guides, and applicable videos; including hosting platform to deliver training, licenses, and technical support for SHARP DL program executions at the United States Military Academy (USMA), 274 colleges (Freshman, Junior and Senior cadets), 1,275 high school (Senior students), and Recruiting Stations (new recruit). This action will result in a Firm-Fixed-Price contract with a period of performance 12 months, beginning 26 September 2014. The NAICS Code for this requirement is 611710 with a size standard of $15M. The Army is currently using the distributed learning provided by NFORMED.NET in the United States Military Academy, Basic Officer Leader Course - A (BOLC-A), high school JROTC. The Secretary of Defense has mandated that the Army expand the program to all new recruits prior to arrival at the reception battalion for Initial Military Training. For the last five years, the Army's approved training strategy has used the distributed learning training provided by NFORMD.NET. The Army has invested substantial financial and human capital resources into the NFORMD.NET SROTC/ASROTC/New Recruits training over a period of three years. This is a continuation of specialized courseware development adapted from commercially available proprietary content. The proprietary delivery system that NFORMD.NET uses for SROTC/ASROTC/New Recruit training was developed by NFORMD.NET and is the same system used for the delivery of university and college programs. NFORMD.NET owns the delivery system and is the only authorized party to issue licensing rights for each user. NFORMD.NET uses a proprietary educational approach to developing content that is based on current research. A unique informal, four-part dialogue technique for delivering dialogue leverages peer interaction from an informed, and an uninformed, perspective. Motivational interviewing and personal narratives as well as scenario based skill-building further engage viewers intellectually, emotionally, and socially. All of these methods are interwoven throughout the program. Award to any other source would cause a great delay in the delivery of the training for a number of reasons. The first being a new contractor would not have access to the previously built training that is proprietary to NFORMD.NET. Second, the new contractor would have to spend time and money to gather the research and develop the training content that NFORMD.NET has already developed for the SHARP office use. For these reasons, MICC-FSH intends to award a contract to NFORMD.NET to ensure that ARD is able to meet its mission. No contract will be awarded on the basis of responses received to this notice. Notwithstanding, any firm who believes it is capable of meeting the ARD requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered.
