Description
COMBINED SYNOPSIS/SOLICITATION VA119-14-Q-0185 /FEEDING TUBE SUPPLIES This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number VA119-14-Q-0185 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Quote (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-76 effective August 25, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112. This procurement action is unrestricted, although preference will be given to Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) that meet all requirements and represent the best value to the Government. The Department of Veterans Affairs (VA) intends to award a Firm Fixed Price single Blanket Purchase Agreement (BPA) in accordance with FAR Part 13.303 for a twelve-month (12) base and four (4) twelve-month (12) option periods for the VA Veterans Health Administration (VHA). The purpose of this BPA is to standardize feeding tube supplies across the VA and secure volume based pricing on the items required. Delivery is in accordance with Medical Surgical Prime Vendor Contract (as outlined below), with intended delivery enterprise-wide. The successful Quoter shall be capable of providing a source of supply of the standardized items for distribution through the Medical Surgical Prime Vendor (MSPV) program, sometimes referred to as the VA Distribution Program. Purchases by the Government of products established under the resulting BPA will be ordered by VA field offices. The MSPV program is a national program that provides a customized distribution system that meets or exceeds facility requirements by providing efficient and cost-effective just-in-time distribution, inventory, electronic, and catalog ordering processes through seven prime vendor contracts. The MSPV program facilitates quick, reliable, just in time ordering, thus, increasing the efficiency and effectiveness of the day-to-day operations in the VHA system. In order for the successful Vendor to participate in the MSPV Program, the Vendor must establish an agreement with each Prime Vendor in order to add their products to the supply chain prior to award. Service Disabled Veteran Owned Small Businesses (SDVOSBs) are eligible to submit quotations in response to this solicitation and are not required to establish MSPV agreements, but if the SDVOSBs chooses to make product distribution through the MSPV program, they must enter into an agreement with the MSPV Prime Contractor. All resulting orders placed under the MSPV program shall be in accordance with the terms and conditions of the resulting MSPV contract. Therefore, the BPA holder shall make the BPA item(s) available through the MSPVs listed on Attachment A. The specific terms and conditions, e.g., chargeback arrangements, payment terms, etc., of the successful offeror's agreement with each Prime Vendor must be finalized between the BPA holder and each applicable prime vendor. Contract Line Item Numbers (CLINs) are provided as follows: CLIN 0001: Enteral Feeding Tube, Non-Weighted with Stylet; CLIN 0002: Enteral Feeding Tube, Non-Weighted without Stylet. A detailed description of this requirement is provided in the Instruction to Offers within the Minimum Technical Requirements tables provided herein. The quantities provided below are projections provided per-year, per feeding tubes. The following quantities of feeding tube supplies are estimates only, based on historical data, and do not obligate the Government to purchase stated quantities. The Government does not guarantee that the volume of purchases through this BPA will be as set forth in the below Schedule. This BPA does not obligate any funds. These quantities may be used to estimate your proposed pricing and applicable discounts but again are based on historical data and do not constitute any future requirement or guarantee: Feeding Tube Supplies CLIN 0001: Enteral Feeding Tube, Non-Weighted with Stylet Estimated Quantity (Case)CLIN 0002: Enteral Feeding Tube, Non-Weighted without Stylet Estimated Quantity (Case) Base205160 Option Year 1205160 Option Year 2205160 Option Year 3205160 Option Year 4205160 Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; Addendum is provided in Attachment C. Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. Quotes will be evaluated for technical acceptability. To receive consideration for award, the proposed items must meet all of the minimum technical requirements (MTRs) for both the technical product literature review and the product demonstrations. The Government intends to issue a single BPA issued to one (1) vendor that will serve as the single source of supply to provide both types of feeding tubes. Successful award of this acquisition will allow VHA to maintain uniformity amongst the two (2) types of feeding tubes being utilized by its field activities.
