Description
The Peace Corps intends to award a firm fixed-price contract on a sole source basis to Lynda.com, 6410 Via Real, Carpinteria, CA 93013 in accordance with FAR 13.106-1(b)(2) to procure an agency-wide enterprise license renewal for Lynda.com. The Peace Corps' staff requires ongoing education and cross training in the latest development software, but agency resources cannot satisfy the training needs. Thus, the Peace Corps requires a cloud-based, online, high quality software video training service for a variety of IT products to support Peace Corps Agency staff on an as-needed basis. Access to the training must be unrestricted, available online 24 hours a day, 7 days a week and accessible from any of the Peace Corps Post around the world. Lynda.com provides training videos of comprehensive scope for more than 740 current commercial-off-the-shelf software packages, including a majority of the packages currently in use within the Peace Corps. Online access to the 2,870 courses is a resource that is unmatched by any other known provider. The scope of this vendor's offerings and the ability to substitute students within the license structure make this the only comparable choice for the required services. The period of performance of the contemplated contract will be 12 months from the date of award, with four additional 12 month option periods. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 15 days after publication of this notice (20 September 2014) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide services outlined above. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable vendor is Lynda.com.
