Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2014304 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-76. The North American Industry Classification (NAICS) Code is 334516 with a size standard of 500. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) has a requirement to procure Borealis Square Upgrade. Modernizing Upgrade to Existing CSU-10 Spinning Disk Confocal Microscope Based on Existing Zeiss Axio Observer Z1 Microscope with Prior Stage, Sutter Lambda Filter Wheel, and Spectral LMM5 laser module; which upgrade includes: a) Latest Illumination Relay Optics and Detection Relay Optics for Yokogawa CSU-10 Scanner; b) Hamamatsu USB Flash 4.0 sCMOS Camera; b) Conversion of CSU-10 Video Port to 2nd Camera Port With Adapter for existing Ludl Filter Wheel and Relay Lens for existing Hamamatsu C-9100 EM-CCD; c) LED-based Lumencor 6 Illumination for Comprehensive Widefield Fluorescence Applications with Live Cells; d) MetaMorph Software Compatibility with Windows 7 and All Said Parts Plus Existing Mosaic Illumination System and Existing Hamamatsu Camera Orca-ER. The existing Spinning Disk Confocal Microscope (SDC) in NIDDK housed on the NIH campus, although still useful for limited qualitative confocal microscopy, is outdated with respect to current standards of quantitative confocal imaging; but would be brought up to current standards with the multi-pronged upgrades in this acquisition. The SDC is considered a core instrument for the NIDDK, to provide those researchers with the best available technology for high-resolution fluorescence light microscopy of live cells. In its current state, the SDC has the following limitations compared to current commercial SDCs: 1) Usable field of illumination and field of detection is small; 2) Overall sensitivity (throughput of sample emission to detector) is lower; 3) Lack of a sCMOS camera, which has replaced the CCD as the best detector technology for live cell imaging when #photons/pixel>100; 4) Inability to easily switch to existing EM-CCD camera for low-photon applications; 5) Lack of a bright, broadband, ultrafast, ultrastable (typically LED-based) light source for non-confocal imaging; 6) Two computers are required instead of one to handle the two existing software products MetaMorph and Volocity used for the same equipment (therby requiring disconnection and reconnection of hardware whenever moving between these software programs). The upgrades in this purchase would eliminate all these limitations, thereby providing NIDDK researchers a microscopy tool on par with current standards for fluorescence imaging of live cells. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. The Government will make award based on Best Value. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1. Name of Contracting Organization 2. Contract Number (for subcontracts provide the prime contract number and the subcontract number) 3. Contract Type 4. Total Contract Value 5. Description of Requirement 6. Contracting Officer's Name and Telephone Number 7. Program Manager's Name and Telephone Number 3) FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; 5) FAR Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions. The Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size shall be included.
