Description
INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to Lafayette Instrument. The purpose of this purchase order will be for rodent testing chambers. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is a 100% small business set-aside, classified under NAICS code 334516 with a Size Standard of 500 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-76 dated July 15, 2014.. STATUTORY AUTHORITY This acquisition is for a commercial item or service and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items and the statutory authority of FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements Background Information: The National Institute of Mental Health (NIMH), Division of Intramural Research Program (DIRP), requires one 12-rat touchscreen chamber, eight mouse nine-hole boxes, and 12 rat nine-hole boxes. Project requirements: The 12 rat touchscreen chambers must be fully prepared with hardware and configured with Whisker software and RATBAT, which is a program suite of touchscreen tasks specifically for the rat, including the ability to customize the programs. Rat Modular Touch Screen Test Chamber Specifications: 1.Rat modular chamber with touch screen (12.1" touch screen) 2.Rat retractable lever for standard mod 3.Stimulus light (incandescent) 4.45 mg pellet dispenser for standard mod 5.Pellet trough with light 6.Rat liq/pellet area with door 7.Peristaltic pump (standard for rat) 8.Sound attenuation cubicle, double door with peephole and pullout tray 9.Abet 2G cable and card 10.Abet 2G starter (non-latched) 11.Abet Power Supply 12.25' DB-25 cable 13.Mini I/O module, 8 IN/ 15 OUT 14.Whisker MM Singer Station License 15.RATBAT-CANTAB test suite for rates The rat 9-hole test chamber and mouse 9-hole boxes are to be configured with a Whisker server and an Advantech I/O expansion card for the BNC operating system. The Whisker software bundle is highly unique and precise with the ability to track individual responses and control task parameters on a millisecond scale. Rat 9-Hole Test Chamber Specifications: 1.Complete rat 9-hole pellet (Includes sound attenuation cubicle, pellet reward, and metal blanking plates) 2.BNC MK2 I/O with power supply 3.I/O cards for BNC 4.10M Cable (chamber to interface cable) 5.Whisker standard for I/O lines 6.Software application bundle (includes 5CSRT and Cambridge attention and memory task) 7.Advantec I/O card for BNC interface Mouse 9-Hole Test Chamber Package Specifications: 1.BNC MK2 I/O with power supply 2.I/O cards for BNC (32 I/O configurable) 3.10m cable, I/O card to 37 way term 4.Software application bundle 5.Advantec I/O card for BNC systems 6.Complete mouse 9-hole pellet (Includes sound attenuation cubicle, pellet reward, and metal blanking plates) Anticipated Period of Performance: Delivery shall be 84 days after receipt of order. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Lafayette Instrument is the only vendor in the current market place that can provide the rodent operant chambers required by the National Instute of Mental Health. In accordance with FAR part 10, extensive market research was conducted to reach this determination. Specifically, a small business sources sought notice was posted to FedBizOpps referencing the above detailed generic requirements and no responses were received. Additionally, knowledgeable inviduals in the Government and Industry were contacted for market research purposes. None of the subject matter experts contacted were able to identify any contractor other than Lafayette Instrument which could meet the needs of this requirement. Finally, a review of both the GSA Advantage and Dynamic Small Business Search returned no results. Therefore, only Lafayette Instruement is capable of meeting the needs of this requirement. Box 5729 Lafayette, IN 47903 APPLICABLE CLAUSES AND PROVISIONS The provision at FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items is applicable to this requirement. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
