Description
Synopsis: The Government intends to award a sole source Firm Fixed Price Contract for non personal Microsoft Premier Support Services in support of the U.S. Army 5th Signal Command (SC) and U.S. Army Europe (USAREUR). The contract will be awarded for a 12 month base period and one 12 month option period. The anticipated period of performance is 30 September 2014 through 29 September 2016. The North American Industry Classification System (NAICS) code is 541513, Computer Facilities Management Services, with a size standard of $25.5 Million. There is no solicitation for this requirement. This Notice of Intent to Award a Sole Source Contract is not a request for competitive proposals. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Background: 5SC and USAREUR G6 oversee Command, Control, Communications, Computers, & Information Management (C4IM) resources to support the European Command (EUCOM) and Africa Command (AFRICOM) Combatant Commanders enabling a dynamic, trusted information exchange environment in the execution of current and future operations. HQ USAREUR has been designated as the US Title 10 service provider for Army organizations and designated tenant organizations within the HQ USAREUR defined Area of Responsibility (AOR). 5SC is HQ USAREUR's designated service provider for Title 10 support and 5SC is the designated Joint Infrastructure Environment (JIE) service provider for EUCOM and AFRICOM. These requirements are for organic developed IT capabilities and Program Executive Office (PEO) programs of records within the Warfighter, Defense Intelligence, Business and Enterprise Information Environment Mission Areas (WMA, DIMA, BMA, and EIEMA). 5SC provides C4IM baseline requirements as the NETCOM service provider for EUCOM, AFRICOM, HQ USAREUR, 66th MI component and subordinate Commands. 5SC ensures network systems and information availability, integrity, and confidentiality. 5SC achieves this effect by providing Computer Network Defense through 24/7/365 monitoring for external/internal threats and develops integrated courses of action to restore services and mitigate vulnerabilities for the JIE enterprise network. SCOPE: The Contractor shall provide Non-personal services are required for Premier and MCS primarily for the 5SC and HQ USAREUR and optionally for EUCOM, AFRICOM and 66th MI organizations. All Contractor employees must be able to meet the Department of Defense (DoD) Theater Expert Status Accreditation (TESA) requirements for work in Germany and Italy. Further requirements for work outside of Germany and Italy are dependent upon the Status of Forces Agreement (SOFA) and the host nation country where work will be performed. The Contractor shall assist HQ USAREUR and 5SC ensuring implementation of enterprise plans and programs that are driven by the HQ USAREUR and NETCOM. The Contractor shall support both C4IM baseline and above baseline requirements for classified (i.e., SIPRNET) and unclassified (i.e., NIPRNET) networks managed by and/or within the 5SC AOR by providing strategic IT solutions and recommendations on best business and technical practices. The 5SC AOR includes the combined AOR's of EUCOM and AFRICOM. The Contractor shall support the current activities around MS technologies including SharePoint 2007/2010 and other MS mobile/desktop/server operating systems and applications that the 5SC and its subordinate organizations are currently using or will be migrating to during the life of this TO. The Contractor shall provide high-level expertise and services direct from MS that require access to MS proprietary (closed-source) code, which is licensed under exclusive legal right of MS Corporation. The Contractor shall be knowledgeable in network structures and process development for the planning and delivery of a more efficient and reliable enterprise network that will enhance current systems and expand the capabilities to meet future needs.
