Description
SUBJECT: Pre-Solicitation Synopsis for Camp Bondsteel Local Rightsizing Project 1. Synopsis: Added: 08 September 2014 This is NOT a Request for Proposal (RFP). It is anticipated that a RFP will be issued within 7 days after the release of this announcement. The AST Balkans Contingency Contracting Office, Camp Bondsteel, Kosovo is soliciting proposals to local vendors in the Kosovo are for dismantle, demolition or of improvements contract within Camp Bondsteel, Kosovo under solicitation W912SR-14-R-0002. In order to accomplish this mission, AST CCT proposes to award to one responsible vendor in the local area using a No Cost Contract. Upon completion of the work, the Contractor will take title of the scrap and materials removed from the site (s), as sole payment for the contract work. The contract will be for the period stated in the solicitation, which will commence approximately on 29 September 2014. The purpose of this acquisition is to procure services required for the dismantling, demolition, and removal of improvements within Camp Bondsteel, Kosovo in accordance with the Performance Work Statement. The PWS requests a no-cost Rightsizing Contract for the harvesting, deconstruction, removal and transfer of excess structures, equipment, and scrap materials located on Camp Bondsteel. Compensation for any deconstruction and removal of CBD facilities, infrastructure and property under this contract is the value of the scrap and materials salvaged from the project. Legal title and ownership of any structures, equipment and scrap materials will be given to the contractor at the successful completion of all of the contract work. This contract is for a base period and two option periods. The contractor's proposal will be accessed based on the technical aspect only. Pertinent qualities necessary to be found technically acceptable for this requirement include: 1) qualifications, 2) experience, 3) personnel, 4) equipment, 5) safety plan, and 6) past performance. Specific details pertaining to each of these categories will be released in the solicitation. The entirety of this project will be completed on Camp Bondsteel, Kosovo. The North America Industry Classification System (NAICS) code for this classification is 238910, Site Preparation Contractors. This acquisition does not require the handling or generation of classified information. There are no requirements for security clearances or visa/passports for this acquisition. However, there will be a need for vendors to be able to frequently access Camp Bondsteel for completion of this project. Access to the camp is limited to personnel who meet security criteria. If selected, the Government will not be held liable for any costs associated with performance delays due to failure to secure base access. The Government contemplates awarding a single no cost contract, with materials harvested as compensation for this project. This solicitation will be completed with the use of oral solicitation to local vendors provided by the requesting activity, as well as posting on ASFI. Once the oral solicitation is completed, the identified vendors will receive the solicitation through electronic format. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the System for Award Management at www.sam.gov prior to contract award. The solicitation will be posted to the FedBizOpps website located at www.Fedbizopps.gov. Firms can search for the solicitation by solicitation number, W912SR-14-R-0002. It is the offeror's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
