Description
INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition procedures, and FAR Part 12-Acquisition of Commercial Items. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-14-715 and the solicitation is issued as a pre-solicitation notice of intent to award a contract on a noncompetitive basis to: Asedasciences Inc 1281 Win Hentschel Blvd West Lafayette, IN, 47906-4182 CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Pursuant to FAR 13.106-1(b)(1)(i), only one source, Asedasciences Inc., has been determined to be the only source capable of providing this commercial service. AsedaSciences' unique services measure the simultaneous effect of compounds / drugs on multiple parameters on human cells. AsedaSciences then performs automated analysis using a proprietary algorithm on the biological fingerprints generated by the data to allow comparison of new compounds provided by clients to those housed in Asedasciences' database. This process is fully automated and allows AsedaSciences to cluster compounds based on their similarity of effect on the cells and parameters that are measured. AsedaSciences, like no other organization, will in effect, be able to cluster and compare compounds based on their specific characteristics and disease area to enable clients to determine degree or cause of potential toxicity based on the parameters measured or potentially mechanism of action depending on the class of compounds that are chosen for clustering. ACQUISITION AUTHORITY This acquisition is conducted under the authority of the FAR Part 13-Simplified Acquisition Procedures, Subpart 13.106-1(b)(1)(i), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 05-76, dated August 25, 2014. SMALL BUSINESS SET ASIDE STATUS This combined synopsis/solicitation is NOT set aside for small businesses. The associated NAICS code is 541380 - Testing Laboratories - and the associated small business size standard is $15.0 Million. Also, the full text of a clause may be accessed electronically at this/these address(es): FAR Clauses: http://acquisition.gov/far/ BACKGROUND INFORMATION The mission of the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) is to catalyze the generation of innovative methods and technologies that will enhance the development, testing, and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. NCATS would like to assess known drugs and some annotated compounds in cell health profile with AsedaSciences. The contractor will provide their unique SYSTEMETRIC Physiology Cell Health Profile 1b. NCATS routinely assess the cytotoxic effect of hits in each project by running simple luminescent assays that asses ATP content within cells. This very simple readout is very effective and necessary for prioritizing hits. However, this assay does not provide additional information on the exact nature of cytotoxicity of these compounds. For this order, NCATS would gather valuable information on characterizing known drugs and well-annotated compounds. This information would be of great importance in further annotating our already very impactful compound collection and will be of great value to the scientific community. PROJECT REQUIREMENTS Please see attached statement of work. PERIOD OF PERFORMANCE It is anticipated that the period of performance will be four (4) months after receipt of order. A firm-fixed price purchase order is contemplated. PLACE OF PERFORMANCE The anticipated place of performance is West Lafayette, IN. EVALUATION Price will be evaluated in accordance with FAR 13.106-3(a). RESPONSE REQUIREMENTS Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. A quote must be received by September 10, 2014 at 12:00 PM EST and must reference solicitation number HHS-NIH-NIDA-SSSA-CSS-14-715. Failure to submit the requested information may result in disqualification of the submitted quote. The offeror must have an active registration in the System for Award Management (SAM) www.sam.gov. Small business certification must be included in the contractor's SAM profile if the contractor is quoting as a small business. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
