Description
NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THE SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. PROPOSALS MUST BE VALID FOR AT LEAST 90 DAYS FROM THE PROPOSAL DUE DATE. AN OFFICIAL AUTHORIZED TO BIND THE COMPANY SHALL SIGN THE PROPOSAL. THIS SYNOPSIS IS NOT A SOURCES SOUGHT NOTICE; DO NOT CONTACT THE CONTRACTING OFFICE TO PROVIDE CAPABILITIES STATEMENTS OR NOTICE OF INTEREST. THE GOVERNMENT DOES NOT PAY FOR ANY COSTS ASSOCIATED WITH THE PREPARATION AND SUBMISSION OF PROPOSALS. This is a pre-solicitation synopsis notice for "Base Telecommunications Services" for Davis-Monthan AFB (DMAFB), Arizona. This is a commercial service; therefore, FAR Part 12, Acquisition of Commercial Items, shall apply to this acquisition. The service consists of providing all management, tools, equipment, and labor necessary to perform monthly Operations and Maintenance (O&M) services and other services required to ensure the Base Telecommunications System (BTS) is available 24 hours per day, 7 days per week. The BTS consists of the base telephone system switch, the outside plant (OSP) and inside plant systems, and all associated equipment. All work shall be performed in accordance with, and conform to the terms, standards and conditions of all applicable laws, regulations, standards, and best commercial practices as described in the Performance Work Statement (PWS) with the focus on safety and customer service.. This acquisition will be solicited as a Request for Proposal (RFP) utilizing FAR Part 15, Contracting by Negotiation. A single award Firm Fixed Price, Performance Based Indefinite Delivery/Indefinite Quantity (IDIQ) contract will result from the solicitation. Award selection will be based on Lowest Price Technically Acceptable (LPTA) in accordance with Federal Acquisition Regulation (FAR) 15, specifically 15.101-2. Period of performance will be for a base period and four (3) one-year option periods plus a six (6) month extension period (if needed). This acquisition is being solicited as a Small Business Administration Certified 8(a) Set-Aside. The North American Industry Classification System Code 517110 will apply to this acquisition; and, the small business size standard is 1500 Employees. The RFP shall be issued on or about 2 Aug 2014, posted electronically on the Federal Business Opportunity (FBO) website (http://www.fbo.gov). No paper copies will be issued; no telephone requests will be honored and no bidder's mailing list will be maintained. Potential offerors are responsible for monitoring the FBO site for the release of the solicitation, supporting documentation, and any subsequent amendments. Once the solicitation is posted, it is incumbent upon the interested parties to review and monitor the FBO web site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Work (.doc), Microsoft Excel (.xls), Adobe Acrobat reader (.pdf) and WinZip (.zip or.exe.). This viewer list is not all inclusive as other viewers may be required. To be eligible for contract award, all prospective offerors must be actively registered in the System for Award Management (SAM) database. The website for SAM is (http://www.sam.gov) and the SAM customer service telephone number is 1-866-606-8220. Registration requires applicants to have a Data Universal Numbering System +4 (DUNS+4). Registration can be completed electronically at the D&B website (http://www.dnb.com/). Registration may take up to three (3) weeks to process a request. Please Note - The subsequent award of this requirement shall not be held up by the government waiting for a firm to be properly registered. SAM registrations shall be current.
