- Clauses1 Growth Chamber SPECs Clauses2 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S110-00908 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 334516. To be considered a small business under this NAICS, offerors must not exceed the 500 employee size standard. The USDA, ARS, Crop Genomics Laboratory has a requirement for a contractor to provide an Environmental Control Room, walk-in, double-door including a fully-integrated control system for temperature, humidity and photoperiod as well as a security package for access and monitoring. The details and minimum must-have specifications for these items are attached to this posting. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be able to provide the items within 60 days of date of award. Minimum Must-Have Specification Requirements For Environmental Control Room and associated specifications. • Overall exterior dimensions must be less than or equal to 120 (w) x 77 (d) x 132 (h) inches. • Interior dimensions must be greater than or equal to 96 (w) x 60 (d) x 72 (h) inches. • Chamber/unit must have two, front-facing, walk-in doors with thermal pane observation windows with hinged, gasketed covers, magnetic sealing gaskets, and self-closing hinges • Chamber/unit doors must have key lockable handle(s) with inside safety release • Chamber/unit must have an interior, insulated floor drain • Chamber/unit must have a galvanized steel floor with a load capacity of 500 lb/ft2 • Interior walls of chamber/unit must be embossed galvanized steel for corrosion resistance and ease of disinfecting • Chamber/unit must have insulated instrument ports • Chamber/unit must have external, programmable environmental control of temperature, lighting, humidity, and CO2 with LED display • Chamber/unit must have locking/security protection on environmental control • Chamber/unit must have alarm settings for all environmental parameters • Chamber/unit must have password protected environmental programming • Chamber/unit must have battery-backup for programmable environmental controls • Chamber/unit must have remote environmental monitoring/programming capabilities via ethernet and blue-tooth capabilities • Chamber/unit must have cloud-based and USB exportable data-logging • Chamber/unit must have minimum light intensity of 1000 moles/m2/s @ 6 inches from lamps • Chamber/unit lamps must have a balance spectrum for plant growth using T-5 fluorescent lamps plus extended life tungsten incandescent lamps • Chamber/unit must have real-time, programmable photoperiod • Chamber/unit light fixture must be separately enclosed from the growth chamber with a removable barrier and independent temperature control • Chamber/unit must have light reflectors • Chamber/unit must maintain temperature range of 4-44C (1C) with lights on and 4-44C (0.5C) without lights • Chamber/unit condensing unit must be water-cooled and externally mounted on the chamber roof • Chamber/unit must have perforated flooring for maximum, uniform airflow • Chamber/unit must have (2) interior, duplexed electrical outlets • Quote shall include only product and freight charges. Quote shall not include installation of chamber/unit. Award will be based on technical acceptability, best value and ability to deliver ARO. Minimum must-have specifications listed above. All minimum must-have specification requirements must be verifiable. Name brand or verifiable equal to Percival Scientific PGW-40, C9 Intellus Ultra Connect and S2 Security Package. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature (with pictures) describing their proposed product with enough detail to ascertain and verify that the product meets the minimum must-have specifications listed on the attached document. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead detailing the item description, unit price per item and the total price, 2) company DUNS number for verification of current ACTIVE status in the System for Award Management purposes 3) any documentation necessary for verification that product satisfies the minimum must-have specifications attached. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. NOTE: Guidance in this solicitation for actions within CCR and ORCA are now conducted through the Single Award Management system found at www.sam.gov. Vendors MUST have a record showing "Active" to be considered for award. DELIVERY: FOB Destination.
