Attachment C - Security Requirement Attachment B - Pricing Schedule Attachment A - Performance Work Statement ( SF-18 continue - Instructions SF-18 The US Department of State has a requirement to establish a labor hour IDIQ task order under GSA MOBIS - schedule 874 This requirement is set aside for Small Business Service Disabled Veterans Only The enclosed Performance Work Statement (PWS), Attachment A, details the services required from the contractor. This RFQ has a security Clearance requirement; Contractor personnel assigned to this contract shall possess Secret and Top Secret personnel security clearances issued by DSS at time of award; reference Attachment C The Department of State's Bureau of Counterterrorism, Operations Directorate (CT/OPS) requires a wide array of support services to assist with activities of the CTPP which assists CT/OPS to carry out its initiatives in support of the mission of the Department of State. CTPP activities include but are not limited to the development and implementation of critical counterterrorism preparedness programs such as training exercises, working groups, forums and seminars, and assessing and developing "lessons learned" aimed at enhancing the Department's ability to respond to terrorist related incidents, and the U.S. government's security readiness and posture. These activities are typically conducted jointly with the U.S. interagency, partner nations, and in collaboration with U.S. missions overseas. Actionable items derived from these activities and programs receive national and/or multinational follow-up and directly affect counterterrorism policy development and operations. The contractor shall support the coordination, development and execution of the Department of State's Bureau of Counterterrorism (CT), Operations Directorate's Counterterrorism Preparedness Program (CTPP) effort and related programs. This support may include but is not limited to initiatives such as Foreign Emergency Support Team (FEST), national level counterterrorism exercises overseas in support of the National Security Council (NSC) directed mission, International Security Events Group (ISEG), CT Technical Programs, Hostage Affairs Working Group (WG), Homeland Security and Multilateral Affairs and other efforts as required at the direction of CT.
