Description
Experience Questionnaire Wage Determination Fire Plan Eastfork Map Dinkey North Map RFP - Pile Burning 09/09/2014: The project documents are now available for download at www.fbo.gov. The response date has been extended to Sept. 23, 2014 by 1:00 p.m. The objective of this contract is to procure services for the safe burning of machine made piles. Work shall include unit preparation as needed, lighting the piles, chunking the piles and holding for a specified period, or other activities the contractor may deem necessary to safely burn the unit and keep the fire within the piles and unit boundary. This includes furnishing labor, supervision, transportation, operating supplies, and incidentals to perform all work necessary to safely conduct the pile burning. Project areas in items 1 & 2 are recently logged stands where the slash and brush have been piled with dozers or grapple. Each unit has had a line built around it at the time of piling (most piles have been constructed in the last 2 years). The size and number of piles per acre will vary. Item 3 is slightly different in that only landing piles are to be ignited and held. These are very large piles resulting from whole tree yarding logging operations. Items 1 & 2 will be paid by the acre as listed in the schedule (est. 395 acres), in the event it is not possible to complete the entire unit the completed section will be measured and payment will be made using that figure. Item three will be paid by the pile (est.28 piles). The work will be performed on the High Sierra Ranger District of the Sierra National Forest All work performed under the contract must follow guidelines, prescriptions, and objectives stated in the unit specific burn plan which will be provided as an attachment to this contract. The prescribed pile burning season on High Sierra N.F. usually starts in late September and continues until about Thanksgiving (often longer) depending on the elevation of the units and the arrival of winter snows (some years there may be windows with good burn opportunities throughout the winter). The units in the Dinkey North are at about the 5500 foot elevation, permanent snow is usually around mid- December. Items 2 & 3 are a bit higher and can be snowed out as early as late Oct, though mid Nov.to early Dec. is more the norm. Close attention to weather forecasts and securing and patrolling of previously burned units is common practice to eliminate any escaped fires. Depending on the weather the burn season may continue into the early spring (March or April). COMPLETE SPECIFICATIONS WILL BE AVAILABLE FOR DOWNLOAD THE WEEK OF AUGUST 18TH. A PRE-BID TOUR WILL BE HELD. DATE TO BE ANNOUNCED.
