- This Sources Sought Notice is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. Included in this notice is a Request for Information (RFI). The Mission and Installation Contracting Command (MICC) Fort Knox is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the capabilities of all businesses interested in providing support services for the Joint Personnel Effects Depot (JPED) and Mortuary on Dover Air Force Base, DE. JPED's mission is to receive, safeguard, inventory, store, process and make final disposition of personal effects (PE) of all deceased personnel resulting from overseas contingency operations in accordance with Department of Defense (DoD) Joint Chiefs Of Staff, Joint Publication 4 06, titled quote mark Mortuary Affairs quote mark, dated 12 October 2011. Due to a shortage of available and qualified U.S. Government personnel support, as well as surges of casualties, contractor support is needed to support the JPED mission. The applicable North Atlantic Industry Classification Code (NAICS) for this requirement is 561990 and the small business size standard is $11.0M. The contractor shall provide non personal services for routine operations at the JPED and Mortuary to process an average of 9 Personal Effects (PE) cases per month per year with 5 forensic cases per month and support up to 50 Dignified Transfers (DTs) per year. The contract will be a Requirements Type Contract (RTC). The first Contract Line Item Number (CLIN) will be set up for the 30 day phase in, CLIN 0002 will be set up for the transfer of dignified remains, CLIN 0003 will be set up for 11 months and shall be staffed with enough personnel to keep the contract and tasks running. Additional CLINs will be established to enable the government to purchase services to process additional PE cases in the event of a surge in casualties. PE cases shall be processed within 15 days of receipt of notice from the government for services provided on CLIN 0003. The maximum estimate is processing 200 PE cases and 120 forensic cases per year and supporting 50 DTs per year. A case is the PE of an individual Soldier. The average case in terms of PE is six footlockers. The Request for Proposal (RFP) and any documents relating to this procurement will be posted on the FedBizOpps (FBO) website at www.fbo.gov on or about 09 December 2014 and will have an approximate 30 day response period. The period of performance will be 01 June 2015 through 31 May 2016, with a 30 day phase in, 11 month base, and two one year option periods. 1. DRAFT PERFORMANCE WORK STATEMENT (PWS): MICC Fort Knox is releasing a draft PWS for the JPED Operations. This draft PWS is not a solicitation and the government is not requesting proposals. This draft PWS is for planning and information purposes only. It is not to be construed as a commitment by the government nor will the government pay for any information solicited. The draft PWS is being provided to industry for receipt of comments only. All requirements documents are preliminary, and the government reserves the right to make any changes deemed appropriate. 2. REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT: Interested contractors are requested to provide a response to this RFI that includes: (1) General contractor information; (2) Sources Sought/RFI Response. The information gained from this notice will be for government use and consideration. The government does not intend to provide written responses to comments submitted. Requested Information: Section 1: General Contractor Information limited to one page and will include the following: Organization Name, mailing address, name and e mail address of designated point of contact, Contractor and Government Entity (CAGE) Code and Data Universal Numbering System ( DUNS) Number, business type (large business, small business, small disadvantaged business, 8(a) certified small disadvantaged business, HUB Zone certified small business, woman owned small business, veteran owned small business, service disabled veteran owned small business) based upon North American Industry Classification System (NAICS) code 561990, with a size standard of $11M. Section 2: Response to Sources Sought/RFI. Responses must include government requested information, followed by the contractor's response. Contractors may respond to as many of the following as appropriate. 1. Provide your company's capability to execute the current draft PWS (attached) as a Requirements Type Contract (RTC). Definition: A Requirements Type Contract vehicle provides for filling all actual purchase requirements of designated government activities for supplies or services during a specified contract period (from one contractor), with deliveries or performance to be scheduled by placing orders with the contractor (See FAR 16.503). 2. Small Business: Provide your company's capability to perform services as defined in the draft PWS as a small business or as part of a joint venture/teaming partner agreement with another small business or a large business. 3. Large Business: Provide your company's capability to perform services as defined in the draft PWS, with opportunities for small business participation identified, or as part of a joint venture/teaming partner agreement with a small business. 4. In addition to the statements of capability referenced above, please provide your company's response to the following two questions. Question: If there is a quote mark surge quote mark (i.e., 12 cases or more at one time), how would the contractor propose pricing the additional cases? (Assuming the contractor is already responsible for processing an average of 9 PE cases/month). Question: If there is a surge requirement, how much time will be required to staff and complete processing of the additional PE cases? Question: The intent of the proposed CLIN structure is to achieve a scalable contract with appropriate response time in order to process each PE case within 15 of receipt at the JPED. Contractors are encouraged to propose an alternate structure to achieve a more cost effective contract. 5. Contractors are invited to submit written comments regarding the draft PWS. Comments must indicate the page number and section related to the comment. Response Due Date: Comments shall be submitted no later than 07 October 2014, at 2:00 PM Eastern time. Responses shall be submitted electronically via email (only) to samuel.f.kuntz.civ@mail.mil. All emails should be identified in the subject line: 'JPED Ops RFI, W9124D 14 R 0041'.
