- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKET SURVEY PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS ANNOUNCEMENT; THEREFORE REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought announcement serves to notify industry of technical services required to support the OH-58D Aircraft Single Channel Full Authority Digital Engine Control (FADEC) False Overspeed Trip (FOST) Adapter and Signal Validation Testing. This Sources Sought announcement is in support of Market Research conducted by Armed Scout Helicopter (ASH) Project Office, IAW FAR 10.001 to determine the feasibility of a competitive acquisition and to identify potential sources that can provide specialized engineering, analysis, test and technical services, requiring Triumph Engine Control Systems proprietry EMC-35A design, qualification testing, and operation data, to support US Army on-site testing; and design, build, and stand up a new fully computerized state-of-the art cloded loop test bench. Purpose of this testing is to evaluate electronic signal and electrical power relationships between the OH-58D aircraft, the Rolls-Royce Model 250-C30R/3 engine, and the Triumph Model EMC-35A Single Channel FADEC Upgrade Electronic Control Unit (ECU), both in the legacy configuration and in the configuration that includes the FOST in-line engine harness adapter and associated software upgrade. The engine and aircraft level testing will characterize electronic signals and electrical power during normal engine operations, followed by fault injection experiments with the ECU to determine how exceedence or degradation of specific input signals will affect operation of the ECU. Testing will be on-site at Redstone Arsenal's Redstone Technical Center (RTC), and Aviation Flight Test Directorate (AFTD), followed by fault injection testing at Triumph. Testing is tentatively scheduled to commence during Fiscal Year 2015 second quarter. Please note that access to the Original Equipment Manufacturer (OEM) Rolls-Royce Corporation, 2001 South Tibbs Avenue, Indianapolis, IN 46241-4812, Commercial and Government Entity (CAGE) Code 63005, design data, and proprietary rights to the hardware and software is required to successfully support the execution of this aforementioned testing. The Government does not possess a technical data package for neither the Rolls-Royce Model 250-C30R/3 engine, nor the Triumph Model EMC-35A Single Channel FADEC ECU. Interested parties who have the capability to provide the requested services should respond to this announcement in writing and shall be limited to 20 pages which shall include the following information: -Offerors name, address, point of contact, phone number, and e-mail address -Offerors interest in bidding on the solicitation when it is issued -Offerors CAGE Code, business size, (if a small business, please indicate whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc...) -Offerors Joint Venture information, if applicable (existing and potential) -If the requested services have been provided or offered to the Government within the past three years, a description of the services and applicable Government contact info shall be provided. Your written response is required no later than 1500 CDT 19 September 2014. The submission of this information is for planning purposes and is not to be construed as a commitment by the Government to procure any services, nor does the US Army intend to award on the basis of this request for Sources Sought or otherwise pay for the information solicited.
