- The United States Coast Guard (USCG), Office of Contract Operations, CG-9121, intends to issue a firm-fixed price contract on a sole source basis with InterSystems Corporation, One Memorial Drive, Cambridge, MA 02142-1356. Award is intended to be processed under Federal Acquisition Regulation (FAR) 12 and under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is to obtain CACHE licenses, Healthshare licenses, and software updates and support for the USCG for the post-relational database CACHE and InterSystems Healthshare. Based on USCG's market research and as outlined in the specific authority of FAR 6.302-1 (a)(iii)(A), this requirement is considered a follow on contract to HSCG23-12-P-PMG188 and award to any other source for this highly specialized software (in this case CACHE software licenses) would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Support to CG under this contract consists of non-personal services and is commercially available. The proposed contract action's period of performance is a base year and three one year options. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT IN ACCORDANCE WITH FAR 5.2--SYNOPSES OF PROPOSED CONTRACT ACTIONS. THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. NO SOLICITATION FOR THE CONTRACT AWARD WILL BE PROVIDED. The determination not to compete this proposed contract action is solely in the discretion of the USCG. The USCG will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the USCG to award the proposed contract action on a sole source basis. Interested parties must provide evidence of their capability to fulfill this requirement no later than 12 September 2014 by 8:00 AM EST to Wendy Stevenson, Contracting Officer via email at wendy.stevenson@uscg.mil. Responses to this notice must demonstrate evidence that clearly and convincingly demonstrates that competition of the contract would be advantageous to the Government and would not hinder USCG mission objectives with respect to this requirement.
