- Description
- This is a Sources Sought Synopsis (SSS). The Air Force Life Cycle Management Center's Propulsion Directorate (AFLCMC/LP) anticipates issuing a solicitation for the Adaptive Engine Transition Program (AETP) in FY15, to design, develop, fabricate, and test a complete flight-weight centerline, 45,000lb thrust-class adaptive engine suitable for further development and ultimate installation into combat aircraft. Adaptive engine technology is currently undergoing component level demonstration under the US Air Force Research Laboratory's Adaptive Engine Technology Demonstration (AETD) program. AETP will further mature these adaptive engine technologies and reduce risks in preparation for a competitive, follow-on Engineering & Manufacturing Development program. The National American Industry Classification System (NAICS) code for this procurement action is 336412. The contracting office for this action is AFLCMC/LPAK, 2145 Monahan Way, Bldg 28, WPAFB, OH 45433-7142. The Program Manager is Maj Jeffry Finch, AFLCMC/LPA; the Technical Lead is Mr. Joshua Mark, AFLCMC/LPAE. The Contracting Officer is Mr. Jett Buchi, AFLCMC/LPAK, 937-656-6963. The Center/MAJCOM ombudsman is Ms. Jill Willingham, AFLCMC/AQP, 1755 10th St., Bldg 572, Wright-Patterson AFB OH 45433-7630, Telephone: 312-255-5472, Fax: 937-656-7193, Email: jill.willinghamallen@us.af.mil. If any potential source has questions or concerns about this particular SSS, please direct all comments to Mr. Jett Buchi at 937-656-6963. The purpose of this SSS is to identify the availability and adequacy of potential competitive sources for such an award. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION. The USG anticipates releasing a solicitation in 1QFY15, targeting contract award in 4QFY15 and program completion in FY19. Any response from interested firms will not result in a contract with the Government and the Government will not incur any obligation to pay for responses. Firms responding to this announcement shall respond with: - DUNS number - Commercial and Government Entity (CAGE) code - Size, particularly if a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB zone small business concern, 8a, a minority institution - Indicate if the firm is foreign-owned. Foreign-owned or controlled firms are not authorized to participate. - Latest DoD-coordinated Versatile Affordable Advanced Turbine Engines (VAATE) Advanced Turbo Propulsion Plan (ATPP) approval date(s) and engine thrust class(es) - Evidence of sufficient personnel, facilities and experience to design, source, build, test, deliver, and sustain a large centerline adaptive engine suitable for combat aircraft. Responses should not exceed a total of 10 pages. Please submit responses not later than 30 days after the publication date. A Request for Information and an invitation to an Industry Day is attached. The Industry Day is scheduled for 29 August 2014 in Dayton Ohio.
