CDRLs DRAFT SOW DRAFT INTRODUCTION The Naval Air Systems Command, Aircraft Support Contracts Department (AIR 2.5.1), Patuxent River, MD is seeking potential sources to provide metrology and calibration engineering and support services personnel to the Government of Kuwait. The place of performance will be Kuwait. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. This Sources Sought is a market research tool being used to determine potential and eligible business firms that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. This Sources Sought will also be utilized to determine if any Small Business Set-Aside opportunities exist. The PSC for this requirement is R706 Support - Management: Logistics Support. The NAICS code for this requirement is 541330 Engineering Services, with a small business size standard of $38.5M. All interested businesses are encouraged to respond, but only those businesses or teaming arrangements that are considered small under 541330 will be considered for small business set-aside decisions. If/When a solicitation is released; it is anticipated to be synopsized via Federal Business Opportunities (FBO), at http://www.fbo.gov. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. ANTICIPATED PERIOD OF PERFORMANCE One (1) base year with four (4) one (1) year options. October 1, 2015 - September 30, 2020. REQUIRED CAPABILITIES The Contractor shall provide metrology and calibration engineering and support services to the Government of Kuwait. This includes technical, logistics, acquisition and scientific assistance to the Kuwait Air Force (KAF) for the establishment, operation and improvement of Kuwait Precision Measurement Equipment Laboratories (KPMEL). Required services include specialized logistics, scientific, engineering and related technical services to support measurement capability development, sustainment, acquisition, operations and training of GOK personnel. Task descriptions and job categories are included in the attached draft Statement of Work. The Contract Type is anticipated to be Cost Plus Fixed Fee (CPFF). The Government anticipates an estimated total Level of Effort (LOE) of 562,240 man-hours, if all options are exercised. This is approximately 2,162 per week with approximately 57 full-time equivalent (FTE) personnel. Please note that under a Small Business Set Aside, the small business prime contractor must perform at least 50% of the work themselves in terms of cost performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business's General & Administrative rate multiplied by the labor cost. The small business prime contractor cannot utilize the cost performance of other small businesses it uses as subcontractors in calculating its performance to comply with FAR clause 52.219-14. INCUMBENT This is a follow-on requirement to contract number N00421-07-D-5040-M801. The incumbent contractor is DynCorp International, LLC, 13500 Heritage Parkway, Fort Worth, TX 76177. SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 12 point, 1.5 spaced) demonstrating their ability to perform the services listed in the attached "DRAFT" PWS. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, and e-mail address. The documentation must address, at a minimum, the following: (1) Provide the type of work your company has performed in the past 3 years in support of same/similar requirement(s), along with your Cage Code and DUNN's number. Include information such as contract number, organization supported, indication of whether your company acted as a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Describe the specific technical skill and experience which your company possesses which will ensure capability to perform requirements as outlined in the draft performance work statement. (3) Resources available such as corporate management and currently employed personnel to be assigned to this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located in Kuwait. Staffing plan should address current hires available for assignment, possible subcontracting/teaming arrangements, and strategy (contingency hires) for recruiting and retaining qualified personnel. (4) Statement regarding capability to obtain the required personnel and facility security clearances for personnel. (5) Company's ability to begin performance upon contract award.
