- Responses to Questions Solictation Amendment Document The purpose of this amendment is to: 1. Attach Question and Answer document 2. Revise Section C.1 - Statement of Work, Section F.2 - Deliverables, Section I.3 FAR 52.212-5, and Section l.5 Business Quote Instructions For questions regarding this amendment, please contact Arielle Douglas at Arielle.Douglas@psc.hhs.gov This is a combined synopsis/solicitation for commercial services prepared in accordance with the Federal Acquisition Regulation (FAR format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued in conjunction with FAR Part 13 Simplified Acquisition Procedures as applicable. The solicitation number is 14-233-SOL-00691. This announcement is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, 25 Aug 2014. This is Full and Open Competition acquisition Quoters should be registered in the System for Award Management (SAM). The associated North American Industry Classification System (NAICS) Code is - 541611 - Administrative Management and General Management Consulting Services. Small Business Size Standard is $15.0 in millions of dollars. The period of performance has a base period of 12 months with one (1) 12 month option period. This announcement serves to notify contractors that the government contemplates awarding a Firm Fixed Price contract resulting from this solicitation for the services defined herein. Prospective Quoters are responsible for downloading the solicitation and any amendments. It is the Quoter's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Low Income Home Energy Assistance Program (LIHEAP) is a block grant program authorized by the Omnibus Reconciliation Act of 1981 (OBRA), as amended, and administered within the Department of Health and Human Services (DHHS). In DHHS, LIHEAP is administered by the Division of Energy Assistance within the Office of Community Services, which is a part of the Administration for Children and Families. The purpose of LIHEAP is to provide grants to states, territories, and approximately 150 Native American tribes and tribal organizations to assist low income households in meeting the costs of home energy. Section 2609A(a) of the Low Income Home Energy Assistance Act of 1981 (title XXVI of Public Law 97-35, the Omnibus Reconciliation Act of 1981, 42 U.S.C. 8621, as amended), authorizes the Secretary of the Department of Health and Human Services to set aside up to $300,000 each fiscal year to make grants to State and public agencies and private nonprofit organizations; or to enter into contracts or jointly financed cooperative arrangements with States and public agencies and private nonprofit organizations, to provide training and technical assistance related to LIHEAP. The Consolidated Appropriations Act, Public Law 113-76 appropriated $3.4 billion for the FY 2014 LIHEAP program and included the following additional provision: Provided further, That notwithstanding section 2609A(a), of the amounts appropriated under section 2602(b), not more than $2,988,000 of such amounts may be reserved by the Secretary for technical assistance, training, and monitoring of program activities for compliance with internal controls, policies and procedures and may, in addition to the authorities provided in section 2609A(a)(1), use such funds through contracts with private entities that do not qualify as nonprofit organizations. The Contractor shall be responsible for providing administrative support and assistance to (a) provide content development for training materials to be presented at one national conference in (FY) 2015 (base period), with one option year to provide similar content development support for a series of regional grantee trainings in (FY) 2016 (option period); (b) develop training webinars for LIHEAP grantees; (c) provide on-site training and technical assistance to LIHEAP grantees; and (d) facilitate a peer-to-peer mentorship network among LIHEAP grantees.This acquisition is being conducted using Part 12 of the Federal Acquisition Regulation. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Evaluation of proposals will be conducted in accordance with the criteria identified under Section M of the solicitation. Refer to the attached Solicitation for the specific evaluation criteria. Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. It is the Quoter's responsibility to submit all questions and proposals by the scheduled closing date and times, in accordance with the "Instructions to Quoters". Please note that the deadline for questions is Monday, September 8, 2014 by 5:00 PM Eastern Time. All questions must be submitted via email. All responses will be posted on the Federal Business Opportunities website.
