Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Design/Build contractor with the capacity and qualifications to provide design/build services at the Flint Hills Job Corps Center, which is located in Manhattan, Kansas. The work will require the construction of a 2,240 GSF addition on the north side of Gymnasium Building 5 to house recreation functions and support facilities. This work will include, but is not limited to, general construction of the building addition, including exterior wall, doors, windows, roof system, interior wall partitions, interior finishes (wall, ceiling and floor), site work, sewer line and water line connections, mechanical, electrical and plumbing systems. Construction of the new addition will match the existing east portion of Building 5. The estimated price range is between $500,000 and $1,000,000 million dollars. Interested offerors are requested to submit a statement of qualifications. Your statement of qualifications must provide sufficient information that will demonstrate the experience of your firm in the following areas: 1. Current or previous projects that are similar in scope and value to the work required under this project. Your project examples shall include the location of the project by State and City. 2. Cost control, project schedule and safety quality control procedures. Provide a list of project completed within the last five years that demonstrate a proven record of excellent performance by reducing cost, exceeding quality requirements and completing project ahead of time, and on or below budget. 3. Experience in federal or public sector construction projects 4. Project Tools/Software Sources Sought Pertinent Factor for Consideration of Qualifications (In order of importance) 1. Previous projects of similar scope and value - Previous projects of similar scope and value - to include two or more recreation building projects located on operating high schools or college campuses, and two or more building addition projects with a $500,000 to $1,000,000 million construction value that were completed within the last five years by the Design Build team. 2. Project Location - two or more projects performed in the Midwestern United States indicating familiarity with local conditions and with the subcontracting community. 3. Cost control, project schedule, safety and quality of work - projects completed within the last five years that demonstrate a proven record of excellent performance by reducing cost, exceeding quality requirements and completing project ahead of time and on or below budget. 4. Government experience - federal or public sector construction projects 5. Project Tools/Software - demonstrated experience utilizing project management tools and software This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON SEPTEMBER 26, 2014, BY 2:00 PM EDT, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO garnett.eileen@dol.gov (Eileen Garnett, Contracting Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, formally the Central Contractor Registration (CCR), prior to contract award.
