- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6 and under the authority of Subpart 13.5 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation and quotes are being requested. This solicitation number W9124B-14-T-0003 is being issued as a Request for Quote RFQ. MICC, Contracting Command, Fort Irwin, CA, intends to issue a firm-fixed price award to a responsible offeror who can support this requirement for Supplemental Catholic Priest. This RFQ is issued as a 100% Small Business set-aside, NAICS 813110, size standard $7.0 million. This requirement is firm-fixed price procurement and will be procured using commercial item procedures and award selection will be based on lowest price, technical acceptability (LPTA). An award of a firm fixed-priced is anticipated with the following language and CLINs being priced (Please see the attached file) The requirement is to provide a qualified and skilled Catholic Priest to conduct mass on selected Sundays at Fort Irwin, CA by the Religious Service Program. Worship Services are a Statutory (Title 10) Essential Element of Religion. As a non-personal services contractor, the Catholic Priest and any supporting staff of the Priest are not members of the Chapel or Installation Chaplain's Office Staff. The authority for contracting Supplemental Priests is outlined in AR 165-1, Chapter 14. The purpose for contracting Supplemental Priests is to support the Religious Support Program by providing mass services in the absence of the assigned Catholic Chaplain. The posting date for this Amended Solicitation is September 9, 2014 and the closing date for responses is September 10, 2014. Interested sources are requested to submit quotes no later than 10:00AM PST on September 10, 2014. Quote shall also contain all other documentation specified herein. Late offers: Quotes or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. Note: All offerors shall be registered in the Systems For Award Management (SAM) before being considered for award. Information concerning SAM requirements may be viewed via the Internet at http://www.sam.gov.
