- SPECIAL NOTICE - N63285-14-SU-01196 Naval Criminal Investigative Service intends to award a sole source firm fixed price purchase order to Lafayette Instrument, 3700 Sagamore Parkway North, P.O. Box 5729, Lafayette, IN 47904. The requirement is for the purchase and delivery of vinyl adjustable arm polygraph subjects chair. This requirement has a North American Industry Classification System (NAICS) of 334516 “ ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING, and is in accordance with FAR 6.302-1 “ ONLY ONE RESPONSIBLE SOURCE AND NO OTHER SUPPLIES OR SERVICES WILL SATISFY AGENCY REQUIREMENTS; FAR 52.204-2 “ SECURITY REQUIREMENTS; FAR 52.212-4 “ CONTRACT TERMS AND CONDITIONS “ COMMERCIAL ITEMS; FAR 52.212-5 “CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS “ COMMERCIAL ITEMS. This is not a solicitation for competitive quotes. For this contract action the government intends solicit and negotiate with only one source under the authority of 13.106-1 (b) and 10 U.S.C. 2304 (c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however all quotations and responses received within three (3) days of issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed acquisition is to procure vinyl adjustable arm polygraph subject chairs and their delivery to multiple NCIS Polygraph sites. Lafayette Instrument is the only company who manufactures this particular type of chair that optimizes the conditions of an objective polygraph examination result and is compatible with the current polygraph equipment currently in use by the Naval Investigative Criminal Service. Under this requirement, the result will be a Firm Fixed price purchase order to Lafayette Instrument. The determination not to compete this requirement will be at the sole discretion of the Government.
