- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-14-T-0200. This acquisition is issued as an Request for Quote. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 dated 25 July 2014. (iv) This acquisition is being pursued as 100% full and open. The associated NAICS code is not applicable. The small business size standard is not applicable. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Femtosecond Laser System in accordance with Salient Characteristics listed below in section (vi) Description of requirements, Quantity, One (1) Each (ea) (vi) Description of requirements: The US Army Research Laboratory's (ARL), Weapons and Materials Research Development (WMRD) division requires one (1) Femtosecond laser system. The Contractor shall provide and install one (1) femtosecond laser system and related hardware that meets the minimum requirements defined below: * Capable of greater than 6 millijoule laser pulses * Capable of less than 35 femtosecond laser pulses * Capable of 1 kilohertz repetition rate * Spatial mode must be TEM00, with a beam quality of M2 less than 1.25 * Beam diameter of less than 15 millimeters * Power stability of less than 0.5% root mean square (rms) * The pump laser, oscillator, and amplifier shall be enclosed in one (1) box on an industrialized platform * The whole system shall undergo acceptance testing in a highly accelerated stress screening (HASS) chamber prior to delivery * Titanium sapphire rod in regenerative amplifier shall be air or water cooled. The system should not be cryogenically cooled. * All sub systems in femtosecond laser system shall be temperature stabilized by water cooling only * Stretcher/Compressor assembly shall be quote mark O quote mark ring sealed * System shall be able to show long term pulse length stability * System shall come with a single closed-loop chiller * Installation shall be done within two (2) days with one (1) day of training * Warranty shall be for five (5) years and cover parts and labor for the entire system * One (1) hard copy of the operation manual shall be shipped with system to Aberdeen Proving Ground (APG), MD 21005 * Shipping charges shall be proposed as Freight on Board (FOB) Destination (vii) Delivery is required by 12 weeks After Dated Contract (ADC). Delivery shall be made to U.S. Army Research Laboratory. Shipping & Receiving Bldg 434, Aberdeen Proving Ground, MD 21005-5001. Acceptance shall be performed at Government. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance and Price. The Technical element of the evaluation will be a determination as to whether the proposed product meets the performance characteristics and specifications in the solicitation. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed product to industry or Government agencies. Past performance will consider the ability of the offeror to meet technical specifications, delivery schedules (with warranty fulfillment and maintenance reputation included as applicable). Offerors shall include 2 records of sales from the previous 6 months. Offerors shall identify a point of contact for each sale by providing a name and telephone number. Price will be evaluated based on the total proposed price, Technical and past performance are of equal importance and when combined are significantly more important than price. The Government reserves the right to award to other than the lowest price and to award without discussions. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
