DTRT5714Q80076 Attachment 2 FAR 52.212-3 and FAR 52.212-5 DTRT5714Q80076 Attachment 1_Instructions Conditions and Notices to Offerors This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT5714Q80076 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-76, effective July 25, 2014. The NAICS Code is 334220; the Small Business size standard is 750 employees. This procurement is a 100% small business set-aside. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is supporting the National Parks Service (NPS) in acquiring and deploying two (2) Traveler Information System (TIS) radios that will provide information to visitors of the Flight 93 Memorial in Pennsylvania. The Contractor will be required to supply, install and maintain two (2) TIS radio systems at two locations along the Pennsylvania Turnpike (Interstate 76) near the Somerset and Bedford exits in accordance with the Statement of Work (SOW) below. All work shall be performed at the two PTC facilities located at the Exit 110 ramp of Interstate 76, Somerset, PA, 15501 and Exit 146 ramp of Interstate 76 in Bedford, PA, 15522 with the exception of training which will be conducted at the NPS office at the Flight 93 Memorial located at 6424 Lincoln Hwy, Stoystown, PA, 15563. STATEMENT OF WORK - Begin Traveler Information Systems for the Flight 93 Memorial 1. Background The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) is supporting the National Parks Service (NPS) in acquiring and deploying two (2) Traveler Information System (TIS) radios that will provide information to visitors of the Flight 93 Memorial in Pennsylvania. The TIS radio is functionally similar to a Highway Advisory Radio (HAR) in that it is a low-power radio broadcasting system that provides information to the traveling public. Under this procurement, the Contractor shall supply, install and maintain the radio systems at two locations along the Pennsylvania Turnpike (Interstate 76) near the Somerset and Bedford exits. Visitors to the Flight 93 Memorial must travel many miles via rural roads to reach the memorial site. Often there are special events, changes in hours, weather, or parking conditions that NPS would like to make the public aware of prior to exiting the highway. The Pennsylvania Turnpike Commission (PTC) has agreed to host the TIS radios within its existing HAR equipment facilities at those two locations. 2. TIS Systems Equipment Requirements - CLIN 0100 The radio systems required for this project must be able to be licensed by the Federal Communications Commission as a TIS under rule 47 CFR 90.242. This rule permits government agencies to provide public information by deploying AM radio transmitters that are no greater than 10 watts using an antenna that is no greater than 15 meters high. The PTC is providing 2 units (2U) of rack space in an environmentally-controlled building at each location and will also provide filtered power. The PTC is also providing power that is backed up by its generator. No additional backup power supply for the TIS is required. The TIS shall transmit a signal that can be received approximately 5 miles from the transmitter. The Volpe Center will have an analog telephone line installed at each of the two PTC facilities for communication between the NPS and the radio. The TIS must be able to store and repeat a message of variable length up to 5 minutes in duration. The TIS must include an application that can be installed on an NPS computer at the Flight 93 Memorial office that enables NPS staff at a remote location to choose between the following recording procedures: • Record a spoken voice • Upload and broadcast a pre-recorded analog or digital audio recording. • Use Text-to-Speech to broadcast a typed message script. These three recording alternatives must be able to be delivered from the NPS facility to each of the TIS systems via the analog telephone line connections at the PTC facilities. The message to be transmitted at each of the two sites may be different. The TIS system shall provide for some basic diagnostic capabilities, such as: • Remote monitoring of messages • Transmitter status • Voltage Standing Wave Ratio (VWSR) This diagnostic capability must be able to be performed by the NPS via the POTS analog telephone line provided at the PTC radio facilities. The system must be capable of restarting automatically following a power outage, if one should occur. 3. Installation and License Application Support - CLIN 0200 The Contractor shall install one TIS system, to include radio equipment, cabling and antenna, and necessary ancillary equipment in the radio building at the PTC facility located at the Exit 110 ramp of Interstate 76, Somerset, PA, 15501, and the other TIS system at the PTC facility located Exit 146 ramp of Interstate 76 in Bedford, PA, 15522. The TIS equipment must fit within the 2U rack space provided at each site. Cabling for the external antenna shall be run within the existing wire trays and exit the building at one of the pre-existing cable ports. The antenna shall be mounted securely to the radio building just above roof height with as much physical separation from the PTC HAR antenna as possible. The Contractor shall travel to the PTC facilities in Somerset and Bedford to install the TIS equipment, and to the NPS offices at the Flight 93 Memorial to install the TIS management software application. All travel performed under this order must be approved by the Contracting Officer's Representative (COR) so that installation can be coordinated with the PTC and NPS. The Contractor shall facilitate the licensing process by advising the Volpe Center in filling out the license applications on behalf of the NPS. Note that the PTC has an existing HAR system that broadcasts at 1640 AM at the selected locations, so it is recommended that the application seek a channel that is adequately separated from that frequency. 4. Training/Maintenance/Warranty - CLIN 0300 The Contractor shall provide NPS users with a brief (not to exceed 2 hours) training session and documentation on how to operate the TIS equipment and software. This training will be provided at the NPS office at the Flight 93 Memorial located at 6424 Lincoln Hwy, Stoystown, PA, 15563, and shall be coordinated with the COR. In addition, for one year following government acceptance of the completed installation of the TIS radio systems, the Contractor shall provide repair service within 72 hours should the radio system become inoperable for any reason. All equipment and installation workmanship shall be warrantied for 12 months after installation. All repair/replacement of equipment for poor installation workmanship shall be provided by the Contractor at no cost to the government. 5. Period of Performance The overall period of performance for services required in this SOW will begin on the date of award and conclude 30 calendar days after award. The period of performance does not include the warranty period. STATEMENT OF WORK - End REQUIREMENTS/SPECIFICATIONS The Government intends to award a non-personal firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable proposal. The Offeror's proposal shall be prepared in accordance with Attachment 1, Instructions, Conditions, and Notice to Offerors. The Offeror's price quotation shall include a firm fixed price for each CLIN identified below and the total firm fixed price for CLINS 0100 - 0300. CLIN 0100 - TIS Systems Equipment Requirements $_____________________ CLIN 0200 - Installation and Licensing Support $_____________________ CLIN 0300 - Travel, Training and Warranty $_____________________ TOTAL for CLINs 0100, 0200 and 0300: $_____________________ NOTICE TO OFFERORS FAR 52.212-1, Instruction of Offerors-Commercial Items applies to this acquisition and is incorporated by reference. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification-Commercial Items (the complete provision is provided in Attachment 2). The Government intends to award one (1) purchase order on a firm-fixed price basis as a result of this solicitation. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quotation. FAR Clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items are hereby incorporated by reference. Additional clauses cited in 52.212-5 that apply to this acquisition are: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-15, 52.223-18, 52.225-13, 52.232-33, and 52.232-40. This combined synopsis/solicitation hereby incorporates all Federal Acquisition Regulation (FAR) provisions and clauses contained herein.
