- Product Pricing Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quote (RFQ). The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The NAICS code is 511210 and the size standard is $38.5 millions. This is set-aside 100% for small businesses. The Bureau of the Fiscal Service on behalf of the Financial Crimes Enforcement Network (FINCEN) has a requirement for a contractor to provide MapMarker annual maintenance and support. Please price in accordance with attached pricing spreadsheet (Product Pricing.xlsx). The provisions at 52.212-1, Instructions to Offerors - Commercial Items (APR 2014), applies to this acquisition. Addenda to this provision are attached. The provisions at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable. Addenda to this provision are attached. 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2014) applies to this acquisition; Addenda to 52.212-4 are attached. Additional contract requirements and terms and conditions may be found in the attachment. Defense Priorities and Allocations Systems (DPAS) and assigned rating are not applicable to this acquisition. Quotes shall be submitted to PSB3@BPD.treas.gov to the attention of TFSAFIN14Q0014 and received no later than 2:00 pm ET on September 15, 2014. Late proposals will not be accepted or evaluated. All questions ashal be emailed to PSB3@BPD.treas.gov by September 11, 2014 by 12:00 Noon ET to the attention of S.Erb TFSAFIN14Q0014 in the subject line of the email.
