Description
DEPARTMENT OF THE NAVY NAVAL AIR SYSTEMS COMMAND AIRCRAFT DIVISION This announcement constitutes an addendum to a market survey let by Naval Air Systems Command (NAVAIR) Warfare Analysis and Integration Department (AIR-4.10) for planning purposes (FAR 15.201(e)). This is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. This RFI does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. BACKGROUND: At the request of the Director for Air Warfare (OPNAV N98), AIR-4.10 released the Carrier-Based, Strike Fighter Key Capabilities Market Survey in April 2012. That market survey was the beginning of a planned series of Navy/Industry exchanges intended to provide valuable insight into aircraft concepts, technologies, and capabilities projected into future combat scenarios in the 2030 timeframe. In a continuation of Navy/Industry exchanges, AIR-4.10 is announcing a series of Technical Interchange Meetings (TIMs) for the purposes of trade space refinement as a precursor to an Analysis of Alternatives (AoA) for candidate strike fighter aircraft replacements for the F/A-18E/F and EA-18G. The AoA is intended to start in CY15. The TIMs are anticipated to have the following focus areas: • Affordability o Input is sought on how to mitigate costs related to Design, Manufacturing, Test & Evaluation, Operations and Sustainment • Modification of Current Platforms(F/A-18 and F-35C) o Provide description of modifications, design data, and performance analysis • New Start Aircraft o Provide description of aircraft, design data, and performance analysis • Family of Systems (FoS) Trades o What systems are included, system boundaries, benefits, technologies available or needed to facilitate FoS o Top-Level Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities (DOTmLPF) Recommendations • Industry's Recommendations for AoA Mission Systems & Avionics Case Matrix o Size, Weight, Power, Cooling (SWAP-C) o Recommended Mission System & Avionics Future Technologies • Industry's Recommendations for AoA Payload (Weapons) Case Matrix o Legacy vs. New Start Weapon Discussion • Technology o Technology Readiness Level (TRL), Current Applications, and any Maturation Plans LOGISTICS: A TIM may be a face-to-face meeting, written/emailed correspondence, or a type of Web Conference. Due to the timelines associated with an early CY15 AoA start, AIR-4.10 may elect to not follow up with every company or every focus area that your company may indicate an interest for. Once AIR-4.10 receives the Letter of Intent (LOI), your company may be contacted on an event-driven basis to participate in a TIM for a focus area. Each focus area will have background questions and supplemental information provided to the company prior to the TIM. The contacted company will then decide their preferences for the TIM event timeline and method of TIM delivery. Please note that the Government team has limited travel capability. It is intended that while not every company will receive a follow-up, the background questions and supplemental information will be provided to each company that requested an interest in that focus area, provided that they have the appropriate credentials. Responses are encouraged from industry, academia, and any other government organizations. LETTER OF INTENT (LOI): Responding parties must submit a LOI (unclassified) no longer than six pages to Mr. Greg Foltz (gregory.foltz@navy.mil) no later than 5:00 PM EST September 22, 2014 with the following additional data in order to verify credentials (do not submit classified information): (1) Your company's desire to participate in which of the above TIM focus areas. Include a brief discussion of your company's qualifications and work being done in that focus area. (2) Describe your company's ability to manage and secure up to TOP SECRET information. (3) POC to contact for any necessary clarification, to receive additional information, and for additional data desired by the analysis.
