Description

The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Contracting Office hereby gives notice of their intent to award a purchase order to ROI Institute, (Cage Code: 3YYK4) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Chief of Naval Operations Diversity Guidance, the Chief of Navy Personnel, Office of Diversity and Inclusion (N134) has a requirement to support the CNO Diversity and Inclusion Science, Technology, Engineering, and Math (STEM) initiatives by developing and assessing metrics and measures of effectiveness, that can be used to evaluate the benefits Navy participation in recruiting, STEM, Diversity Outreach, External Centers of Influence (COI), Professional Development, and/or award/recognition programs, using the ROI Methodology. The period of performance is for twelve (12) months. Market research has revealed this contractor is the only source capable of providing the required services. Therefore, the government intends to procure these services on a sole source basis from ROI Institute, the only provider of the ROI Methodology. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, proposal, or quotation, which, if received within six (6) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
