- The Mission and Installation Contracting Command (MICC) - West Point intends to award a sole source contract for MRV research in support of an Army Research Lab project. This contract is being awarded to Dr. Christopher Elkins, 210 Rutherford Ave., Redwood City, CA. 94061. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not issued. If your firm does not agree with the single source determination, please provide information supporting your firm's capabilities and experience to provide the above requirement. All responsible sources may submit a bid, proposal or quotation which will be considered by the agency. Oral communications are not acceptable in response to this notice. All responses need to be sent to Bob Pizzano no later than 9/11/2014 @ 10am est. robert.pizzano@usma.edu. If no responses are received by the due date an award will be made without further notice.
