- Description
- The Bureau of Land Management (BLM), Oregon State Office intends to award one (1) firm fixed price commercial items services contract for statewide smoke management services in Oregon as a sole source to the Oregon Department of Forestry at 2600 State Street in Salem, Oregon 97310 as the only responsible source pursuant to FAR subpart 6.302-1. The Government requires registration and burn permits for smoke management and to conduct prescribed burning activities on Oregon lands (that are protected by the Oregon Department of Forestry (ODF)), on federally managed forest lands, and on participating tribal lands. Smoke management technical expertise, meteorological information and forecasts, and training relating to the Oregon Smoke Management Plan is required. ODF is uniquely qualified to provide these services as a result of the direction set forth in the Oregon Revised Statutes for Smoke Management. In accordance with Oregon Revised Statute for smoke management registration fee rules, the State is authorized to enter contracts or agreements with a federal land management agency to efficiently collect the fees established by Section 477.562 of the smoke management requirements. The performance period of the resultant contract is from date of award through September 14, 2015, with four one-year options. The NAICS code is 115310 and the small business size standard $7 Million. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be received by 10:00 AM PST on September 15, 2014 in order to be considered.
