Description
SOW for Solid Oxide Fuel Cell This is a Combined Synopsis Solicitation of Proposed Contract Action pursuant to the Test Program for Certain Commercial (FAR 13.5) and Other Than Full and Open Competition (FAR 6.302-1 and FAR 6.303-2). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The associated North American Industry Classification System (NAICS) code is 335999 with a small business size standard of 500 employees. The US Department of Transportation/Maritime Administration intends to negotiate a firm-fixed price, sole source award with Acumentrics Corporation, 20 Southwest Park, Westwood, MA 02090-1548, the original equipment manufacturer (OEM) of a solid oxide fuel cell (SOFC) prototype unit. Acumentrics Corporation shall refurbish, test and operate on logistical low sulfur diesel on board the T.S. Kennedy, the Merchant Marine Academy (MMA) school ship. Please see the attached SOW. The government has determined that no other source offers the services necessary to refurbish an existing SOFC, constructed for the Navy (N00014-10-C-0235), which was first tested at the OEM's facility, and then at Aberdeen Proving Grounds on JP5. The unit will be recalibrated to operate on low sulfur diesel fuel, comply with the ABS and USCG safety requirement. The unit will be tested in the laboratory, then delivered and tested on board the Kennedy for 6 months. A Report will be prepared and submitted to MARAD. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement and/or market pricing, which shall be considered by the agency. All inquiries should be sent by email to alfredia.rich-murphy@dot.gov. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2014. A Sole Source Justification will be attached to this notice after award in accordance with applicable regulations. FAR Clauses applicable to this solicitation will be uploaded in a separate document.
