- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Bureau of Indian Affairs (BIA) intends to issue a one-time sole source purchase order(P.O.)/contract. ( Urgent and Compelling Urgency) for a period of performance of six (6) months. with ATI, Inc., 9200 Rumsey Rd Ste 205, Columbia, MD 21045. The BIA intends to negotiate with only one source under the authority of FAR 6.302-2 for the continuing performance of this vital need while preparing the new solicitation. This notice is being distributed only through the General Services Administrations, Business Opportunities (FBO) website (www.fedbizopps.gov). The BIA intends award of the purchase order/contract for the technical writer services that is critical with ability to maintain continued Capital Planning Investment Control (CPIC) reporting to OMB during transition in the BIAs realignment. This decision is based on a requirement to maintain continuity of services for a short period of time so that efforts can be made to pursue a long term acquisition that will be competed among prospective contractors. North American Classification System Code is 541990 primarily. 562910 secondary, All Other Professional, Scientific, and Technical Services. This notice of intent is not a request for quotations. This notice is open until September 12, 2014, 2:00 pm MST. The BIAs decision not to compete this proposed P.O. is solely within the discretion of the Government.
