- D14PS00722 Combined Synopsis/Solicitation Statement This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The attached solicitation D14PS00722 is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. This solicitation is being issued as a total Small Business Set Aside under NAICS 541990 ($14.0). The U.S. Institute for Environmental Conflict Resolution (U.S. Institute) is seeking contractor support to assist with the assessment, development, workshop facilitation, and drafting of a Memorandum of Understanding for the purpose of improving tribal coordination practices under the Section 106 of the Historic Preservation Act for transportation projects in the State of Indiana. The period of performance will consist of a fourteen (14) month base period from October 31, 2014 through December 31, 2015. The Provision at FAR 52.212-1 applies to this acquisition. No addenda apply. The Provision at 52.212-2 Evaluation Commercial Items is used. The factors to be used to evaluate quotes are Technical Expertise, Paste Performance, and Price/Cost. Technical Experience and Past Performance, when combined, are significantly more important than cost or price. Quotes are to include a copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, with its offer. The Clause at FAR 52.212-4 applies to this acquisition. No addenda apply. The Clause at FAR 52.212-5 applies to this acquisition. Several additional FAR clauses cited in the clause are applicable to this acquisition. The Government will award a Time-and-Materials contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government. Additionally, the quoter is required to provide their Contractor Establishment code (DUNS number). Quoters must be registered in the System for Award Management (SAM) to be eligible for award. For information on registering with the SAM, visit www.sam.gov. The quotes in response to this solicitation are due October 8, 2014 at 5:00 PM Eastern. All responses received after the due date and time will not be considered. Quoters are advised that they are responsible for ensuring their quotations have been received prior to the expiration date and time of this solicitation. Any quotations received later than the closing date and time or with missing information requested in this solicitation, will not be considered for award and will be considered as "non-responsive."
