Description
The Bureau of Land Management (BLM) California State Office, for El Centro Field Office has a requirement for trash dumpster service at three long term visitor areas (LTVA's). This combined synopsis/solicitation under commercial items procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76, dated July 25, 2014. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 562111 with a small business size standard of $12.5 million. Offeror shall submit a quote based on all-or-none. The collection and disposal of refuse shall be charged on a per trip basis. The unit per trip shall be inclusive of all costs, including, but not limited to, hourly wage rates, cost of equipment, cost of fuel, disposal fees, etc. Type of Contract - The Bureau of Land Management anticipates awarding a single firm fixed price contract. Statement of Work Objectives - The contractor shall provide services for the collection and removal of trash generated at the LTVA's. These services will include all equipment, labor, supplies, and dumpsters to accommodate this trash as well as all American Disability Act compliant access ramps to the 40-yard dumpsters and the device, or mechanism, which will prevent the lid from being left open after people place trash in the dumpster for the 6-yard dumpster. Description of Work - The dumpsters for Pilot Knob and Hot Springs LTVAs will be 40-yard dumpsters with access ramps along-side of them that meet the all American Disabilities Act requirements. The 40-yard dumpsters and access ramps have worked well in the past because visitors can easily place their trash inside them. The dumpster at the Tamarisk LTVA will be a 6-yard dumpster and fitted with a device, or mechanism, which will prevent the lids from being left open after people place trash in the dumpster. These lids not only protect endangered species, but also ensure that trash does not blow out of the dumpsters and that scavenger animals are kept out of the dumpsters. The 6-yard dumpsters have worked well in the past because their tops are low to the ground and visitors can easily place their trash inside them. The contractor will keep the dumpsters in good repair and appearance (i.e. the lids in good working condition and the lid limitation device in repair so the lids cannot be left open or blown open by the wind). If a dumpster is damaged, it will be repaired or replaced within three days. No painting of dumpsters will be allowed on public lands. The contractor will be responsible for properly/legally disposing of, but not limited to, tires, oil, batteries, or white materials (i.e. small appliances) that are left in or around the dumpsters. All trash and recyclables will be disposed of according to all applicable local, state, and federal laws. The contractor shall provide a point of contact so that the BLM may contact them to respond and address additional trash issues. A timely response of 1 hour to address this request is required. Special Requirements - The 40-yard dumpsters at the Pilot Knob and Hot Springs LTVA have to be in place no earlier than October 1st and removed no later than April 15th of each work season. If October 1st or April 15th fall on a weekend, then the dumpsters shall be dropped off or picked up the following Monday. During the season, an empty dumpster will be exchanged for the ones that contain trash on every other Wednesday from October 1st through April 15th. The 6-yard dumpster at the Tamarisk LTVA needs to be in place no earlier than November 1st and removed no later than March 31st of each work season. If November 1st or March 31st fall on a weekend, then the dumpsters shall be dropped off or picked up the following Monday. The dumpster at this site will be emptied on the first Wednesday of each month. If a holiday falls on the Wednesday that the dumpsters need to be changed or emptied, then they shall be changed or emptied on the Thursday following the holiday. The contractor will be required to reduce the attraction of predators through proper management of garbage. All trash receptacles will be regularly inspected and emptied to prevent spillage and maintain sanitary conditions. Locations - The dumpster locations at the LTVAs are listed below: The Hot Springs LTVA is located approximately 20 miles east of El Centro, CA at the intersection of Interstate 8 and Old Highway 80. From El Centro, CA, take Interstate 8 eastbound and exit the Vanderlinden exit. Turn left (north) over the freeway, then turn right on Old Highway 80. Travel a little over 1 mile (just past the New Coachella Canal) and make a left into the Hot Springs LTVA. The Tamarisk LTVA is located approximately 30 miles east of El Centro, CA, near the intersection of Interstate 8 and Highway 98. From El Centro, CA, take Interstate 8 eastbound and exit the Highway 98 exit. Turn right (south) on Hwy 98 and go approximately 2.3 miles. Turn left on the road to Drop 3 of the All American Canal (LTVA sign present) and proceed to the Tamarisk LTVA that will be on the right. The Pilot Knob LTVA is located approximately 50 miles east of El Centro, CA at the intersection of Interstate 8 and Sidewinder Road. From El Centro, CA, take Interstate 8 eastbound towards Yuma, AZ and exit Sidewinder Road. Turn right (south) and proceed approximately mile to the Pilot Knob LTVA on the right. Historical Information - The season is from October through April. It will be the contractors responsibility to ensure trash is being collected and disposed of in accordance with the specifications of this contract during this timeframe. Period of Performance - The anticipated period of performance for the resultant contract is from October 1, 2014 through April 30th, of 2015. In addition to the base year, four subsequent option years with the seven month period of performance noted above are possible. Exercising these option periods will be at the discretion of the BLM based on performance of the contractors compliance with the Statement of Work.
