- Naval Facilities Engineering Command, Pacific is announcing its intent to issue a request for quotation (RFQ) for Establishment of Baseline Monitoring and Follow On Surveys to Evaluate Effectiveness of Hazard Analysis and Critical Point (HACCP) Implementation at Construction Sites at Andersen Air Force Base within Naval Facilities Engineering Command, Marianas (NAVFAC MAR) area of responsibility. This procurement is a full and open competition with the intent to award a firm -fixed price order under the North American Industrial Classification System (NAICS) Code 541620 “Environmental Consulting Services. This procurement is funded by the Government of Japan. The services to be acquired will be for baseline and follow-on vegetation survey services, the objective is to inventory plant species and vegetation community composition and conduct follow-on monitoring surveys adjacent to a future construction site in order to monitor, detect and evaluate the effectiveness of biosecurity control measures put in place for the construction project. The Offeror shall furnish all labor, management, supervision, tools, materials, travel, lodging/subsistence, equipment, and transportation to meet the program ™s objective. Source selection procedures will be followed as prescribed by Federal Acquisition Regulation (FAR) Part 13 and DFAR Supplement as applicable. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The basis for award will be Low Price / Technically Acceptable quotes. Contractors are asked to provide their technical approach to performing the services. Offerors can view and download the solicitation at https://www.neco.navy.mil when it becomes available on or about September 24, 2014. No paper copies of the solicitation will be issued. Amendments will be posted on the website for viewing or downloading. This will be the only method of distribution; therefore, it is the offeror ™s responsibility to check the website periodically for any amendment to this solicitation. The proposed order listed here is a full and open procurement. The due date for receipt of proposals is approximately 14 days from the issuance of the solicitation.
