NOTICE OF INTENT BRAND NAME ONLY REQUIREMENT DESCRIPTION OF REQUIREMENT: This is a notice of intent to award a brand name only contract for Motorola XTS2500 Land Mobile Radios. This requirment is for the 55th Communications Squadron on Offutt AFB, NE. JUSTIFICATION AUTHORITY: FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements JUSTIFICATION OF BRAND NAME ONLY: Currently the majority of radios on Offutt AFB are exclusively Motorola XTS2500s. Resupply of proper batteries to public safety or aircrew alert responders in a stress-filled environment could be confusing and time consuming if multiple types of radios and batteries were available. Motorola batteries, chargers, and other accessories are of proprietary design and are not interchangeable with any other manufacturer's peripherals. A mix of radios/batteries would require over-buying of multiple manufacturer's batteries and chargers to ensure adequate numbers of charged batteries were available at a moment's notice to support the fleet of over 300 radios. Also, accessories (i.e., clip-on microphone/speakers) are not interchangeable, so an indeterminate amount of additional funds would have to be expended for those requirements. Offutt AFB's critical mission requires units to maintain continuity throughout their radio fleet to ensure adequate numbers of matched radio/charger units are always available at a deployed location. A failure to maintain fleet integrity could result in inability to provide charged batteries and radios for alert crews at a forward location. Radio/charger continuity must also be maintained while crews are in-station to ensure no loss of connectivity between the command post and the crews. Anything less could jeopardize the ability of alert crew to respond in requisite time to a national emergency. Mix of manufacturers would require a significant increase in assets to ensure each radio had its own manufacturer's charger and spare battery. The unit has large cache of spare batteries and chargers at the present time and these parts would go to waste if a new type of radio was purchased.
