- Attachment 1 By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable Firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: The scope of this project includes loading, transporting, unloading, storage, and maintenance of Government property valued at approximately $50 million. The Government property consists of 6 high-head wheel gates, wheel guides, sill and lintel plates, seals, 6 hydraulic cylinders, and 2 hydraulic power units. The inventory list with weights and dimensions is attached. Loading shall occur at the Morgan Industrial, Inc. warehouse at 4825 NW 235th Avenue, Hillsboro, OR 97124 and shall be transported and unloaded at another storage facility no greater than 150 miles of said warehouse. The storage period shall be from November 2014 through August 2016, with a Government option to extend through December 2016. The minimum storage requirements are anticipated to be the following: a. 43,000 square feet of continuous and adjacent space; this includes space to access each item for periodic inspections. b. Indoors and capable of maintaining relative humidity <70% and >5° Celsius. c. Sufficient access doors to allow incremental removal from storage over a multiple month time period without requiring significant re-arranging. d. The hydraulic cylinder crates can only be moved by 2 mobile cranes (100 ton capacity EACH) or 2 overhead traveling cranes. The facility must have sufficient overhead space for this equipment. e. Ability to restrict access for security purposes. f. No stacking of the gates, wheel guides, cylinders, hydraulic power units, or crates.   SCOPE OF CAPABILITIES: The USACE-Chicago District (Government) is searching for Firms that are capable of meeting all of the above requirements. REQUESTED INFORMATION: Since this notice is being used to assess the extent of Firms capable of fulfilling the government's requirements, this Agency requests that interested Firms complete the following questions to assist the Government in its efforts. 1. Is the potential offeror currently registered with the System for Award Management (SAM)? If not, has it been registered or does it plan to register? 2. In consideration of NAICS code 493110, with a small business size standard in dollars of $27.5 million, which of the following small business categories is the potential offeror classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 3. Is the potential offeror currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 4. Does the potential offeror or potential offeror's subcontractor have experience in transporting large, sensitive equipment similar in dimension and weights to those items shown on the inventory list? 5. Does the potential offeror have a storage facility or facilities within the following radii (i.e. "as the crow flies") from the current storage site that is capable of meeting the minimum requirements as stated above? a. 0 - 50 miles b. 51 - 100 miles c. 101 - 150 miles 7. What are the measures available for restricting access at the storage facility or facilities? Would the Government property be adjacent to storage for other entities? 8. Does the potential offeror's storage facility have equipment onsite or readily available for moving the hydraulic cylinders?
