- THIS IS A SOLE SOURCE NOTICE. This notice is issued by the Intelligence and Security Command (INSCOM), to announce that it intends to issue RFP W911W4-14-R-0025 to M.C. Dean, Inc, for upgrade of the INSCOM HQ Badge System to be compatible with the Intelligence Community Badge Interoperability Program (ICBIP). Electronic procedure will be used for this solicitation. IAW FAR 5.207(c)(15)(i). Interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 3 days of this notice. Based upon market research, the Government is using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Market research was conducted utilizing government and commercial databases for pertinent information and contacting agencies known to provide these systems for the Intelligence Community (IC). INSCOM has previously purchased the system and it has been modified to the INSCOM and IC standards which have made it unlike other systems of a similar nature. Due to the advanced technical nuances of this badging system, the need to be interoperable with NSA, INSCOM must create a contract, selecting a known vendor with proven success with our IC partners. INSCOM has modified the initial configuration of the system to the highly specified and intricate specifications of our TS/SCI computing environment. The manufacture's ability to fix the system in its quote mark as-is quote mark state is not practical at this time. They will require reverting to its original (out of the box) configuration that will result in additional time, resources, and funding without 100% confidence it will function.
