- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 14-T-0429 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-09-16 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be West Point, NY 10996 The MICC West Point requires the following items, Meet or Exceed, to the following: LI 001: Scanning Electron Microscope: Magnification Range up to no less than: 30,000x and with digital zoom up to 120,000x. Fully Transportable: Able to be relocated from classroom to classroom and/or building to building. Minimum facility requirement: The product is required to be operated using 110V outlet(s) and a single desk space. Accelerating Voltage: Switchable between 5kV and 15kV during an operation. Observation Mode: Standard Mode for Conductive Specimen including Sputter Coated Specimen. Charge-up Reduction Mode for Non-Conductive Specimen including Semi-Conductive Specimen. Requires an integrated pump and built-in turbo molecular pump Motorized X & Y Stage with Tilt and Rotation capability. Tilting Angle: +60 degrees, - 15 degrees. Rotation: 360 degrees. Directional imaging: system must be capable of displaying compositional, topographic and shadowed images of the specimen surface Hot & Cooling Stage: High Temp: Up to 50?C or hotter. Low Temp: - 25?C or colder Integrated controller computer running 64-bit Win 7 with 24-inch (minimum) color monitor Dimensional Measurement Capability. Installation and training. Include Shipping to West Point, NY, 1, EA; LI 002: EDS, Elemental Analysis with Mapping Capability: Detectable Elements from Boron up to Americium or heavier elements. DS must be integrated with the SEM and computer controller. Motorized X & Y Stage with the same translation, tilt, rotation, and temperature specification as written for the SEM. The unit must not require liquid Nitrogen for operation. Require a lag time of 2-minute or less between power supply being turned on and EDS use. Installation & training. This system must be comprised of an integrated (collocated and controlled by and analyzed with the same computer) SEM and EDS., 1, EA; LI 003: Manual Tilting & Rotation Stage (add-on to the X & Y Stage) with Chamber-Scope (CCD camera for over-viewing inside of the chamber after the chamber door is closed), 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC West Point intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC West Point is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
