Description
NOTE: PCO CHANGED 9/10/14 >>>>>>>>>>>>>>>>>>>>>>>>> The objective of the Joint Surveillance Target Attack Radar System Recapitalization (JSTARS Recap) system is to recapitalize the Joint STARS SAR/GMTI Mission Area capability on a significantly smaller and more efficient airframe (business jet class) thereby reducing the life cycle costs of the weapon system. This implementation will utilize Open Systems Architecture (OSA) to ensure future competition, which will enable new capability to be added quicker and more affordably throughout its lifecycle. The JSTARS Recap system is an airborne Command and Control, Intelligence Surveillance, and Reconnaissance (C2ISR) system designed to provide near real-time surveillance and targeting information on moving and stationary ground and surface (maritime) targets. The system will interact with all elements of the Theater Air Control System (TACS), and many other systems in its operational environment. The TACS includes JSTARS, Airborne Warning and Control System (AWACS), Control and Reporting Center (CRC), and Air Operations Centers (AOC). It receives real time mission re-tasking and sensor tasking requests from ground forces including Brigade/Regimental Combat Teams (B/RCT) through multiple Line of Sight (LOS) and Beyond Line of Sight (BLOS) communications paths. Onboard sensors are used to detect, classify, ID, and track moving and stationary ground, maritime targets and support bomb damage assessment useful in restrike decisions. Additionally, the system receives cueing or ID information from traditional or non-traditional ISR assets. The airborne system includes four main components: the airborne platform, a sensor subsystem, a Battle Management Command & Control (BMC2) subsystem, and a communications subsystem. The government plans to acquire the system using a multiple contracts strategy. This Request for Information (RFI) focuses only on the BMC2 subsystem. The aircraft, sensor, and communications subsystems are external to BMC2 for the purpose of this RFI.
