Description
Acronyms RFQ TASK 1 - ELMR SUPPORT - RICHMOND AND COLUMBUS The contractor shall provide on-site ELMR Support at DLA Richmond and DLA Columbus. There are approximately 160 radios in use at DLA Columbus and 400 radios in use at DLA Richmond. The ELMR core equipment is housed at DLA Richmond. Travel to other DLA sites may occur and will be handled on a case by case basis. The contractor shall have experience in the Telecommunications/Land Mobile Radio industry to include application knowledge of multi-site communications systems, maintenance of communications systems, and general management of wireless voice. The contractor will possess computer skills in applicable databases, Microsoft Word and Power Point, and Motorola radio programming software. Through oral briefings and written correspondence, the contractor will be able to effectively communicate current and future technology maintenance and management requirements. This information will be communicated to DLA personnel and their selected representatives. The contractor will be able to translate DLA maintenance and management needs to Motorola internal points of contacts. The contractor will have access to appropriate business development managers, product group representatives, systems engineers, and technicians within Motorola and with Motorola's alliance partners. The contractor will be assigned full-time to manage the DLA ASTRO25 radio system maintenance and operational requirements as defined in this Performance Work Statement (PWS). The contractor will provide the appropriate contact information to support DLA during days when the contractor is on vacation, ill, or acquiring training necessary to fulfill DLA requirements. The contractor will have the proper tools and materials to complete the tasks in this PWS. The contractor will be focused on the infrastructure and will work directly with the representatives chosen by DLA agencies as the point of contact for interaction with all Motorola agencies and third-party subcontractors. The contractor is ultimately responsible for and may perform or coordinate the following duties/functions during the contract period: 1. Assist in coordinating service activities and ensure compliance of system service provided under contract. 2. Support and manage the maintenance processes defined in the applicable Maintenance PWS contained in the maintenance contract. 3. Document action items assigned by DLA pertaining to the maintenance and management of the ASTRO 25 system. 4. Determine the appropriate course of action when a system anomaly or problem that affects the normal operation of the system is reported or detected. 5. Inform DLA points of contact of the progress and an estimated period for issue resolution. 6. Remain involved until the issue is resolved and DLA points of contact have been notified of the outcome. 7. Oversee site maintenance requirements 8. Oversee infrastructure preventive maintenance activities. 9. Manage infrastructure emergency repair efforts and escalation procedures. 10. Ensure that accurate maintenance records and service history statistics are kept for the DLA LMR system. 11. Review service information and quality reports generated by the system service database. 12. Consult with DLA in the development and implementation of Standard Operating Procedures which covers the policies and procedures associated with the use of the ASTRO 25 radio system. 13. Conduct regular monthly meetings with DLA technical supervisors and/or user groups to review system and service support performance and address technology and/or operations issues that surface. Meetings will also give the Technical Assistant an opportunity to inform DLA points of contact of any changes to their system or its operation. 14. Provide the Support Team with updated service information, training and engineering assistance, and computer resources. 15. Direct the effort required by Motorola resources to evaluate, incorporate, and update all system training content and materials as required by new applications and as departments are added. 16. Work with DLA Joint Frequency Management Office resources to evaluate, monitor, and assist in frequency management to ensure DLA has frequency resources available to meet current and long term requirements. 17. Notify appropriate Motorola and DLA personnel regarding complex system issues. 18. Provide system activity, performance, and quality reports from the system service databases as applicable for the system. 19. Oversee the implementation of all system upgrades performed by Motorola to insure total continuity and minimal system impact. 20. Maintain and coordinate action plans for system software and radio programming, as well as technology planning and system use. 21. Review all Motorola software, hardware, and firmware upgrade announcements and programming templates for their applicability to the DLA LMR system. If it is determined that the upgrade or the programming template can enhance or expand the operation or performance of the DLA system, the Technical Assistant will bring the upgrade to the attention of the appropriate DLA points of contact. With DLA consent, the Technical Assistant will request the appropriate Motorola staff to prepare price estimates for upgrades and outline their benefits. 22. Keep abreast of developments in Motorola technology and evaluate the developments for applicability to DLA. 23. Periodically meet with DLA points of contact to discuss the developments pertinent to DLA. 24. Participate and facilitate with test plans, verify procedures, and document results for DLA if any product reviews or tests occur. 25. Evaluate the current state of operations, equipment capabilities, system usage and changes under consideration. 26. Facilitate the adoption of revised support service processes. 27. Provide any input requested by DLA to allow the Military to respond to community, political, and strategic impact decisions. 28. Facilitate joint strategic and operational planning sessions annually between DLA and Motorola staff. 29. If any upgrades or modifications to the system's functionality, performance, or equipment hardware or software version are outside the scope of this proposed Technical Assistant PWS, with DLA consent, request the appropriate Motorola staff to prepare price estimates for upgrades and outline their benefits. 30. Provide equipment failure trends. 31. Coordinate third-party vendor activities, suppliers, and site oversight. 32. Assist with disaster planning and response efforts related to the radio system. 33. Assist DLA to plan for its system operations and procedures while responding to disasters. During disasters or other emergency situations, the Technical Assistant will assist in the deployment of equipment and work within DLA emergency procedures. 34. Provide monitoring of system alarms and identify appropriate courses of action/maintenance needed to dismiss alarm. 35. Perform all subscriber programming coordinate efforts to add/delete radios from network infrastructure. 36. Perform Quarterly Rekeys to all subscriber radios. 37. Provide end user training on Subscriber Use, Network Management Terminal, NICE Playback, MCC7500 Consoles, OTAR/OTAP Client use. Additionally the contractor will perform the below services: User Support and Interaction 1. Establish procedures to respond to end user system questions and concerns. 2. Prepare plan for user survey and feedback. 3. Provide a telephone support line for system users. Training 1. Evaluate current training program. 2. Evaluate current training needs for users and technical support. 3. Prepare new hire, refresher, user and technical training requirements. 4. Coordinate on-site training. 5. Coordinate classroom technical training in Schaumburg, Illinois, USA. 6. Coordinate "train-the-trainer" training. System Programming 1. Maintain and confirm current radio equipment programming templates. 2. Update the programming templates. 3. Establish procedure to reprogram field devices, including: • Radio ID Programming Changes • Radio Talkgroup Programming • Radio Programming to add/remove operating features • Establish procedure to reprogram infrastructure equipment 4. Coordinate programming activities. Site Maintenance 1. Evaluate each infrastructure component location. 2. Measure compliance to R56 standards. 3. Perform quality audit. 4. Report of site audits and quality standards. 5. Coordinate outside services/suppliers to site for: o Telephone circuits o AC power Information Assurance 1. Verify LMR system meets specific IA standards set by US Department of Defense. 2. Help identify possible gaps in mandate compliance. 3. Provide actionable, prioritized recommendations for risk remediation that are business and cost justified. 4. Help reduce overhead associated with repairs that result from security incidents, and expedite the upgrade activities. 5. Vulnerability Management including patches/updates, testing, remediation, and reporting.
