Description
NASA/MSFC has a requirement for Propulsion Technical Expertise, Technical Information Management and Logisitcal support for Joint Army-Navy-NASA-Air Force (JANNAF) Inter-Agency Propulsion Committee and National Institute for Rocket Propulsion Systems (NIRPS). JANNAF is responsible for both Technical Executive Committee (TEC) and Programmatic and Industrial Base (PIB) Executive Committee (PEC) activities. The TEC is responsible for the effective operation of technical activities, including Technical Subcommittees. The technical areas of interest include ingredient synthesis; manufacturing, fabrication, processing, and characterization; thermochemistry; steady-state, transient, unstable, subsonic and supersonic combustion; detonation; physical, chemical, thermodynamic, mechanical, and ballistic properties of oxidizers, binders, plasticizers, stabilizers, burning rate modifiers, propellants, fuels, pyrotechnics, and explosives; special test equipment and techniques; analytical test techniques; interior and terminal ballistics; fluid dynamics; reacting flows; analytical and diagnostic test procedures; exhaust plume technology; component and propulsion unit design; performance prediction and measurement; health management, monitoring and control; nondestructive evaluation; service life; reliability; operational serviceability; life-cycle costs; demilitarization; safety; environmental, occupational and explosive hazards; insensitive munitions; and material areas specifically related to missile, space, gun and advanced propulsion systems. The Propulsion system components of interest include vehicle structures; cases ; nozzles; thrust vector control/thrust magnitude control systems; gas generators; propellant grains; insulators; restrictors; liners; primers; igniters; injectors; baffles; fuel management systems; propellant tanks and lines; turbo pumps; thrust chambers; ram burners; flame holders; inlets; electrodes; gun tubes and breeches; propellant actuated devices; propellants; fuels; inert materials; and energetic ingredients. The PEC will be responsible for the effective operation of the programmatic and industrial base committee activities. Programmatic and industrial base areas of interest include integrated program plans and key decision points; industrial base assessments; risks and opportunities with respect to skills, knowledge, and experience; identification of commonality, innovative acquisition, and partnership opportunities; integrated assessments to identify rocket propulsion industrial base (RPIB) rationalization opportunities; special actions from senior agency, department, or Executive Office of the President (EOP) leadership; and information provided to decision makers for either situational awareness or policy decisions. NIRPS serves as the functional interface between NASA and the JANNAF Programmatic Industrial Base (PIB). NIRPS leverages the knowledge and capabilities of government agencies that require rocket propulsion and support reseach, the industrial base that provides the developmnent and manufacturing capabilities, and academia, which ensures a continuous supply of skilled workers. NIRPS has four main focus areas - Health Metrics, Ecosystem Modeling, Technology Road Mapping and Community Solutions. NASA/MSFC intends to negotiate with John Hopkins University (JHU) Chemical Propulsion Information Analysis Center (CPIAC) on a sole-source basis for the following reason(s): a. JHU has over 50 years of experience supporting JANNAF and its earlier organizations, with CPIAC providing support. As a consequence, CPIAC has accumulated significant JANNAF programmatic holdings. These include 1,000 square feet of dedicated classified storage, 3 servers dedicated to classified, and six safes. These classified holdings are in addition to over 15 specialized JANNAF databases, over 20 configuration controlled JANNAF performance codes, and over 30,000 documents. These holdings have resulted from CPIACs support of JANNAF technical and other support of subcommittees, panels, and working groups, as well as from compiling, technical editing, publishing, and distribution of JANNAF reports, and updating and/or developing new manuals and handbooks in support of JANNAF subcommittee activities. It should be noted that the majority of the electronic databases are on legacy systems that would have to be converted over to more modern systems before transfer. The cost to prepare these holdings for transition is 63% of the total base agreement for the first year. b. JHU under CPIAC, and as part of the base agreement, plans and provides logistics support for JANNAF Technical Interchange Meetings and Workshops. It also provides technical and other support of subcommittees, panels, and working groups. There are two main JANNAF meetings each year, in December and May. It is during these meetings that issues with the rocket propulsion industrial base and supply chain are addressed, new issues are identified, working groups are established and status updates are provided. There is no additional funding for available for this base effort; therefore the loss of 63% of the first years funding due to transition of the holdings, combined with the significant learning time required for a new contractor to be ready to perform, will result in the loss of both the May 2015 meeting and the December 2015 meeting at a critical time when the new Programmatic Industrial Base Subcommittee is being established. c. A critical issue of national importance currently is the issue of transitioning from the Russian built RD-180 rocket engine to a domestically sourced propulsion system. This will be a significant topic of discussion and analysis, involving all aspects of JANNAF, for at least the next four JANNAF meetings. Loss of the May 2015 and December 2015 meetings will severely hamper the United States ability to respond to this issue. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Daylight Time (CDT) on Wednesday, October 1, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
