Description
Under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) soliciting from a single source, the United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, with Olympus America Inc, SEG Biological Microscopes, 3500 Corporate PKWY, Center Valley, PA 18034, to purchase the VS-120 5-Slide System microscope. USAMRAA will issue a firm-fixed price contract award for this requirement; NAICS 333314/500. This is a logical follow-on procurement for the VS-120 5-Slide System, which will be added to the current Olympus VS-100 5-slide system already in place at the Neurobehavioral Toxicology Laboratory (NTL) at USAMRICD. This additional system will allow more tissues to be processed at one time than is currently possible. Because of the long-term, on-going studies, it is crucial to the research that Olympus equipment continue to be used since it is guided by proprietary software. Only Olympus can provide the software and hardware that allows the Neurobehavioral Toxicology Laboratory to compare the data form within and across studies. Since the Neurobehavioral Toxicology Laboratory has been using this specific software program for many years, switching to a different vendor and program would not allow comparision of historical results. Thus, valuable scientific research will be lost. Competing this requirement is not in the best interest of the Government since substantial duplication of costs to the Government will be incurred and this cost is not expected to be recovered through competition. Any responses, in writing, to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information which demonstrates the ability to meet the Government's need. This information must be received no later than (NLT) 23 SEP 2014 at 1000hrs EST. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
