- SF 18 Clauses and Provisions (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation number AG-7482-S-14-0004 is issued as a Request for Quote (RFQ), and the acquisition procedures at FAR Part 13 - Simplified Acquisition Procedures are being utilized. The Government intends to award a firm fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on technical capability, price and past performance. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76 effective 25 August 2014. (iv) All responsible sources are encouraged to submit a quote. The associated NAICS code is 334516 which has a size standard of $500. (or equivalent) 110 EA CLIN 004 800 Mhz/0dBd & 1.9 GHz/3dBd Omni Cell Antenna w/Typen Female & Mounting Hardware (or equivalent) 110 EA CLIN 005 Cellular Phone Antenna cable Type N Male to SMA, 12 Ft (or equivalent) 110 EA CLIN 006 CS I/O to 9-Pin RS-232 DCE Interface (or equivalent) 50 EA (vi) Description of Requirements: The United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) has a need for cellular digital modems for the NRCS SNOTEL and SCAN remote data collection network meeting the following minimum specifications: Configured for the Verizon cellular network; Compatible with Campbell Scientific CR1000 and CR10X dataloggers using CS I/O port and RS232 port; Allows simultaneous communications with multiple network dataloggers; Class I Div 2 certified for use in hazardous conditions; RoHS compliant; Technology: CDMA 1xRTT, EVDO Rev. A, CDMA IS-95, dual band; Dual Band: 800 MHz Cellular, 1900 MHz PCS; Transmit Frequency: 1850 to 1910 MHz and 824 to 849 MHz; Transmit Power: 1.0 W for 1900 MHz; 0.8 W for 850 MHz; Receiver Frequency: 1930 to 1990 MHz and 869 to 894 MHz; CDMA Throughput: up to 80 kbps; RS-232 Data Rates: 1200 bps to 115.2 kbps; Serial Interface: RS-232, DB9-F; Serial Protocols: AT Commands, PPP, UDP/IP, TCP/IP; RF Antenna Connector: 50 Ω SMA; Input Current Range: 40 to 250 mA; Input Voltage Range: 6 to 28 Vdc; Operating Temperature Range: -30° to +65°C; Operating Humidity: 5% to 95% RH noncondensing; Two Way communications; Compatible with Campbell Scientific Templates; Typical Current Drain at 12 Vdc: Dormant (idle for 10 to 20 s): no more than 50 mA. Transmit/Receive: No more than 120 mA; Software Compatibility: AceManager software, Campbell Scientific's Raven CDMA Template-used with Airlink AceManager software to configure the modem, Campbell Scientific Loggernet. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All quotations must be received no later than Wednesday, September 24th, 2014, 5:00 PM EST. The Contracting Officer will review quotations based on the factors listed in this solicitation and the information furnished by the offeror. Proof of System for Award Management Registration (SAM) and DUNs number required. (ix) FAR provision 52.212-2, Evaluation-Commercial Items does not apply to this solicitation. This solicitation will be awarded based on best value to the government evaluated under FAR 13.106-2 using the factors of technical capability, price and past performance. (x) Offerors are required to complete the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. This must be completed at SAM.gov and the registration in an "Active" status. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and addenda are not attached.
