- Description
- The Defense Logistics Agency Energy intends to solicit on a Full and Open Competition basis for a special study for the identification of possible sources and analytical testing of High Purity Anhydrous Hydrazine (HPH) throughout the world. The period of performance will be approximately six months, date of award - 31 March 2015. The study will be performed in several different stages: Identification of Potential HPH sources, Obtaining/Purchasing and Chemical and Elemental Analysis of HPH Samples at a laboratory, and a Final Analysis Report covering all samples purchased and analyzed by the contractor. The Government intends to issue a Fixed Price Purchase Order using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. Offerors will have to have some working and analytical knowledge of Hydrazine, a Hazardous material. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The Request for Quotation will be issued on or about 10 September 2014 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible sources including Government sources, may submit a proposal, which will be considered by the agency.
