Description
Parts List for Zeiss LSM 780 34 Channel System Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E156, Bethesda, MD 20892, UNITED STATES. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Genitourinary Cancer Pathogenesis (LGCP) plans to procure the Brand name or equal Zeiss LSM 780 34 Channel System. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC42650-85 includes all applicable provisions and clauses in effect through FAR FAC 2005-76 (August 2014) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. I. Description of Requirement The LGCP Microscopy Core Facility provides state-of-the art epifluorescent and confocal microscopy along with digital imaging and analysis to LGCP investigators as well as scientists from other laboratories in the NCI. Over 50 scientists from at least 19 laboratories have used the facility and microscopy conducted in the LGCP core has contributed to 83 publications in peer reviewed journals. Confocal microscopy in the LGCP core has been used for fixed specimen and live cell imaging to observe cellular component trafficking, localization, colocalization, drug effects, stem cell marker distribution, and organoid structure characterization for basic research, translational, and clinical studies. The system is used on average 40 hours per week. The core personnel provide training in the field of confocal microscopy and opportunities for collaborative research to principle investigators, research fellows, residents, and students throughout the NCI. Since the Zeiss LSM510 META was introduced to the core in 2008, the capabilities of confocal microscopes have drastically improved and current research demands an instrument with more sensitive detectors, faster scanning capability, improved laser power control, and the ability to image several channels simultaneously. Parts required are attached. The Salient Characteristics of the requirement are as follows: • High resolution objectives with the longest working distance possible including 40x/1.4NA ≥ 130u WD Oil immersion DIC, 20x/0.8NA and 63x/1.4NA Oil Immersion DIC • Inverted research microscope with adaptive focus control and motorized objective revolver, motorized fluorescence axis for 3 filter cubes, motorized shutter, motorized light axis, motorized focus, condenser, lamp mount and confocal mounting kit. • Motorized scanning stage • A 34-Channel Quasar Detection unit, consisting of a calibrated 32-element Gallium Arsenide Phosphide (GaAsP) array PMT with typical QE >45 % (peak) and two calibrated flanking single PMT detectors. The one covering the long wavelength range needs to be peltier cooled for optimal High Red Imaging. • Highly efficient holographic grating for even spectral dispersion over the entire visual spectral range (380-750 nm). Grating utilizing a spectral recycling loop to recover non-separated light, redirecting it onto the holographic grating for optimum sensitivity. • Software integrated linear modulation of laser power from 0.001 to 100% for all laser lines between 458 and 633nm providing ultimate sensitivity control to manage signal to the highly efficient 32 channel GaAsP detector unit. • Digital quantitative gain: noise-free contrast enhancement before bit depth conversion. • Freely rotatable scan field (0-360 degree in 0.1° steps) and free xy offset (crop functionality). • OSCiscan, Online Scanner Calibration, for artifact-free, fast and reliable bidirectional scanning without the need for manual adjustment allowing users to image with the point scanner with high frame rates reliably. Users do not have to worry about calibrating scanners for fast imaging modes regardless of image content. • Gain calibration and linearization of up to 36 PMT detectors for reliable spectral acquisition and analysis. • 5 laser lines (458, 488, 514, 543/561 & 633nm) • Air table for microscope stability • Workstation with Intel Xeon processor and 16 Gbyte RAM • Software for manipulation of scan process, motorized hardware, and image processing including 3D analysis software for post acquisition image rendering • One offline software license • All adaptors and hardware necessary for integration of the specified components • Optical, mechanical, and electronic components to integrate laser lines • One year warranty plus one year additional service contract at no additional cost II. Delivery : Contractor(s) shall deliver the item within 90 days after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon delivery, contractor must notify the NCI Contracting Officer's Representative (COR) to schedule the installation date and time. III. Installation : Contractor shall install the equipment (new) and have ready to use within seven (7) days after delivery and acceptance. IV. Payment: Payment shall be made after delivery, installation, and successful operation of equipment. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. QUOTATIONS ARE DUE: September 17, 2014 at 11:00 am EST. PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instruction to Offerors Commercial Items 52.212-2, Evaluation Commercial Items: The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal. (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements.
