- This RFI is for source planning purposes only and shall not be considered as an invitation for bid, requests for quotation, request for proposal, abstracts, or as an obligation on the part of the Government to acquire any products or services. Your response to the RFI will be treated as information only. No entitlement to payment, of direct or indirect costs, or charges by the Government will arise, as a result of a contractor's submission of a responses to this announcement' or the Government's use of such information. This request does not constitute a solicitation for future proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the Government in developing its source acquisition strategy and statement of work/statement of objectives and performance specifications. The Government does not intend to award a contact solely on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The US Army Helicopters Project Management Office (PMO) is conducting market research to determine feasibility for potential FMS procurement requirements. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the US Army Helicopter, Program Executive Office (PEO) Aviation. SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUB-Zone Small Business; Service-Disabled Veteran Owned, Veteran-Owned Small Businesses; 8(a) Small Business; Women-Owned Small Business; or Small Disadvantaged Business in order to assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The Cargo PMO is seeking potential solutions for providing accredited CH-47 Technical Publications to FMS customers in support of the complete lifecycle of FMS CH-47 Chinook Cargo Helicopters. The FMS customer has an interest in procuring CH-47Fs, in a configuration similar or identical to the fielded US Army configuration, installing country-unique post-production hardware modifications and, incorporating those modifications into a consolidated set of technical publications mirroring the US Army set of standard publications. The effort is expected to include but not limited to: 1. Taking delivery of the standard set of US Army CH-47F Technical Publications 2. Taking delivery of technical documentation from the FMS customer and original equipment manufacturer (OEM) on the post-production modifications 3. Observing the installation of the modifications 4. Incorporating the modifications into the technical publications 5. Performing manual validation/verification activities for the additions 6. Producing a set of accredited country-unique CH-47F technical publications The general purpose of this RFI is to gather information that will assist the Cargo PMO in evaluating vendor capability of meeting its potential need. The acquisition approach has Not been determined by the Cargo PMO. This market research will allow them to make an informed decision on how to proceed. RFI Requirements - Description of Requested Information The Cargo PMO is requesting information from vendors regarding industry practice and vendor capabilities to provide FMS customers with country-unique aircraft technical publications using the standard US Army technical publications as a baseline while including the incorporation of country-unique, post-production hardware modifications. Interested parties possessing the qualifications outlined above are requested to provide a White Paper with the following information: 1. Provide company information including: a. Company name and address b. Company size (number of personnel, total revenue, ownership, parent corporation, etc.) c. Point(s) of contact including name, phone number, address and email; length of time in business d. Geographic presence 2. Describe your organization's experience with similar efforts. 3. Address how your organization would be integrated into the technical publications cycle from receipt of the US Army CH-47F technical publications as Government Furnished Information (GFI), receipt of technical data on the post-production modifications, observation or witnessing of the physical modifications, insertion of the technical data into the technical publications, verification/validation of the changes, and release of updated technical publications. 4. Address what format the GFI would need to be in. 5. Address how to ensure an adequately experienced and trained staff, your process for verifying qualifications, educational, certification, and professional requirements and how often this information is obtained or updated. Provide cost estimates for release of accredited FMS-customer-unique versions of the following technical manuals: a. Operator's Manual b. Operator's and Crewmember's Checklist c. Maintenance Test Flight Manual d. Preventative Maintenance Services Manuals e. Aviation Unit Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM) Manuals for General Aircraft Maintenance f. Interactive Electronic Technical Manual (IETM) Including Repair Parts and Special Tools List (RPSTL) 7. Provide recommendations on benchmark skills or criteria used to evaluate quality analysis, including analytic tools and writing techniques. 8. Identify conditions or issues requested in the RFI that cannot be met or may interfere with the intention of this project. 9. Provide any other pertinent information that will assist us in this assessment. All interested firms with the capabilities identified herein are encouraged to respond to this RFI, by providing the information specified above, on or before 1600 hours on 10 October 2014.
