- Pursuant to FAR Subpart 13.106-1(b)(1), the Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: Moses Biologic, LLC. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. 1. Nature and description of the supplies or services required to meet the agency's needs: The Government requires an Insect Infestation Study of Military Ration Packaging of food pouches, meal bags and shipping containers for military rations to support a demonstration/validation program for the U.S. Army. A study is needed to perform Insect Infestation experiments for new primary and secondary ration packaging candidates. These trials will evaluate solid fiberboard and coated fiberboard sheets and containers along with ration film pouches (meal bags) use for Meal, Ready-to-Eat (MRE ) packaging. This contract will support Zero Footprint Camp (ZFC) quote mark Ration Reconfiguration quote mark project to reduce solid waste for the military. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Moses BioLogic possess the subject matter expertise and trained entomologist who has worked on ration packaging. This is a small company that specializes in military ration type at the small scale. Companies that have large scale facilities do not meet this scope of work and smaller facilities that possess the expertise do not have the space/facility and validation criteria needed for an Army demonstration/validation program. 3. Any other facts supporting the use of other than full and open competition: None. 4. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: The Government continues to engage manufacturers at conferences and meetings as well as continue to perform comprehensive market research to determine if there are other companies that can meet this requirement so as to avoid any barriers to competition.
