- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The Contractor shall provide all qualified personnel, management, supervision, equipment including personal protective equipment, supplies, materials, and other items and non-personal services necessary to provide the Department of the Air Force with the services and expertise to perform the 5yr reviews and UCAB support as defined in this Performance Work Statement. No work shall be accomplished beyond what is specified in this PWS unless specifically directed by the Contracting Officer.Task 1 Kick-Off Meeting and Work Plan: The Contractor shall attend a Project kick-off meeting or teleconference within 15 days of notification by the PM to discuss task requirements and expectations. Within 30 days of notification by the PM the contractor will submit a draft work plan. The Contractor shall develop and maintain an activity-based schedule that fully supports the technical approach and outlines activities and milestones defined at the appropriate detail level and logically sequenced to support and manage the completion of the performance objectives in this PWS.Task 2 UCAB Support: 4 UCAB Meetings and minutes: Support quarterly (4 total) UCAB meetings for AF Plant 44 by providing the recording and transcription of the meetings.Task 3 Field work for Nellis: Perform field work for 5yr review on ST027, SS028, ST044, SS046, LF001, LF002, LF005, LF007, LF035, LF034, LF004, DP059, OT037, SS045, SS267, OT500, ST054, and WP032. Required document Reviews - Five-year review checklist, ROD, groundwater monitoring reports, Required Interviews - Staff Management, State contacts, local government contacts, O&M contractors Site Inspection - General site inspection, regulatory compliance, site visit documentation.Task 4 Field work for Creech: Perform field work for 5yr review on LF001, LF002, and LF010.Prepare for Five-year Reviews that include document review, interviews, site inspections. Document review includes reviews of 5-year review checklist; record of decision; close-out report; Interviews are to be conducted on current and previous staff management; state contacts; local government contacts;Task 5 Reports for Nellis: 5yr review reports on ST027, SS028, ST044, SS046, LF001, LF002, LF005, LF007, LF035, LF034, LF004, DP059, OT037, SS045, SS267, OT500, ST054, and WP032. Report requirements - Introduction, Remedial objectives, ARAR's review, summary of site visit, areas of non-compliance, statement of protectiveness, next review, implementation requirements. Task 6 Reports for Creech: 5yr review reports on LF001, LF002, and LF010.The Five-year Report will include introduction; remedial objectives; summary of site visit; areas of non-compliance; next review.
