- Statement of Work (SOW) The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL), intends to initiate a Request for Quote (RFQ) procurement action and award a contract for electronic access via the internet for all USDA users to Premium Level access of FT.com. NAL requires electronic access via the Internet to Premium Level access of FT.com for use by all USDA employees, contractors, authorized public on-site users, cooperators, and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. All USDA locations worldwide are to be considered authorized premises. The contractor shall make FT.com content accessible 24 hours per day. Authorized users will be granted access to FT.com through the IP recognition authentication process without any impediments, with rights to use content during the term of subscription. The Contractor shall furnish all requested products and services including delivery to: USDA / ARS / NAL, 10301 Baltimore Avenue, Beltsville, MD 20705, as specified in attached Statement of Work (SOW) document. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations (FAR). A Firm-Fixed-Price contract will be awarded for a period of twelve (12) months, with two (2) option periods of twelve (12) months each, to the offeror whose offer, conforming to the solicitation, falls within the competitive price range. The contract period will be from: Base Period: September 30, 2014 to September 29, 2015 If exercised: Option Period I: September 30, 2015 to September 29, 2016 Option Period II: September 30, 2016 to September 29, 2017 Quotes will be reviewed for completeness and evaluated for lowest price, technically acceptable basis. The Government may elect to conduct discussions with offerors whose proposals are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each proposal should be submitted from the offeror's most favorable technical and price standpoints. Solicitation documents will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. No hard copies will be issued and no written or fax requests will be accepted. Telephone requests will not be honored and bidder lists will not be maintained. Proposals are due on September 15, 2014 by 10:30AM EST. Proposals must be e-mailed to Travis Heller at the following e-mail address: travis.heller@ars.usda.gov. The NAICS Code for this project is 511110. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the System for Award Management (SAM) database as required by FAR 4.1102 at the time of submission. Award will be made as a Single Award Contracot to one offeror.
