Solicitation incorporates by reference FAR 52.212-1 and 52.212-4; 52.212-3 and 52.212-5 are incorporated by full text. A. PART I-DRYVOY BOXES: 1. Vessel(s) Required: One U.S. flag, Jones Act compliant heavy lift vessel or tug and ABS certified barge capable of lifting and carrying two Missile Tubes and other cargo. Vessel must be self-sustaining or Contractor shall arrange crane support at the discharge port. Any discharging port agreements/releases necessary to execute the voyage are the sole responsibility of the Contractor. Vessel restrictions: • Max LOA: 200 Feet • Max Beam: 80 Feet • Max Draft: 16 Feet (pier restriction at discharge port) 2. Cargo Description: Cargo consists of two missile tubes hull sections and miscellaneous cargo. Cargo list is available upon request. Dimensions are estimates and may vary depending on packaging arrangements. (Cargo list will be provided upon request) Tubes dimensions: • Overall Weight: 226,000 lbs. and 217,000 lbs. • Overall Height: 25 Feet each • Overall Length: 47 Feet each • Overall Width: 15 Feet each Other cargo: • Max. Weight: 50,000 lbs. • Max. Height: 11 Feet • Max. Length: 40 Feet • Max. Width: 10 Feet 2a. Load: Free-in 2b. Discharge: Liner-out 3. Load Port(s)/Place(s): General Dynamics, Electric Boat pier 263 South, Groton, CT 4. Laytime: 5 days SSHEX at loading port 5. Discharge Port (SPOD): Air Force Station, Cape Canaveral, FL; berth either Delta Mariner or Trident Wharf. Latest Arrival Date (LAD): NLT 12 days from departure date from load port. For delivery to inland final destination (TBD) at Launch complex 25, Air Force Station, Cape Canaveral, FL. 6. Laydays: Offerors shall propose a five-day window for laydays between 01-31 December 2014 in their proposal. 7. Terms/Conditions/Attachments added, deleted or modified: a) The Contractor shall provide a Transport (Load) manual that details the technical requirements of the lift IAW the Navy Towing Manual Chapter 8-3.3.3. The Transport Manual shall include a detailed lifting plan meeting the requirements of NAVFAC P-307 and COMNAVREGMIDLANTINST 11262.1 (Dated 06 February 2013). b) The Contractor shall hire a qualified Naval Architect (independent from the Independent Marine Surveyor - IMS-) at contractor's expense to ensure the Transport Manual is prepared IAW the Navy Towing Manual Chapter 8-3.3.3. c) Ship or barge owners to submit the Transport Manual, to Charterer and the Independent Marine Surveyor (IMS), NLT than 10 days after award. The IMS and the Charterer must approve the Transport Manual. d) There will be a required Transport Manual Review meeting at a mutually agreed date and time. The Charterer will arrange for the location. Required attendees include the Naval Architect, IMS, the cargo owner, the crane operators, the crane supervisors (as applicable), and other contractor and government representatives as necessary. e) Contractor shall provide characteristics of cranes to include the following: 1. Certified SWL of the crane and last certification date. 2. Maximum crane lifting height above deck, if applicable. 3. Required ship crane lifting height to lift the cargo above Contractor designed blocks and ship obstacles/railings using the Contractor designed spreader bar assembly. 4. Crane reach beyond the ship's deck for required cargo lift weight. 5. Certification by naval architect that vessel can lift cargo with onboard/shore cranes and Contractor provided spreader bar assembly. f) Independent Marine Surveyor (IMS). 1. Requirement. Contractor shall hire an IMS selected jointly by the Contractor and Charterer. The IMS shall have extensive experience as an IMS transporting similar equipment on heavy lift vessels. 2. Cost. The cost of the IMS shall be paid by the Contractor under the chartered price. 3. Duties. IMS duties shall include the following: i. Perform detailed technical evaluation and oversight, as necessary, to ensure the cargo is loaded, secured, transported and offloaded safely and in accordance with the US Navy Towing Manual Chapter 8 Heavy Lift Transport and other regulations as applicable. ii. In advance of the vessel's sailing from the loading site as agreed, an unconditional certificate of fitness shall have been issued by the IMS. Said certificate shall specify that the cargo is in every way properly loaded, stowed, lashed, and fit for the transportation contemplated. Technical evaluation shall include a review of the following: • Transport Manual • Material condition of the heavy lift vessel • Ship Systems • Blocking arrangements • Sea fastening • Preparation of the asset • Loading/offloading procedures • Voyage arrangements iii. The required oversight shall include the following: • Attend and provide technical oversight during loading and offloading preparations and operations. The IMS will be responsible for reviewing and signing off on documents required by the U.S. Navy Towing Manual. • Provide detailed Marine Survey Reports for load and offload operations. iv. Technical disputes upon loading or discharging (not including modifications to the charter) are to be resolved primarily at the discretion of the IMS with recourse to the Contracting Officer via the MSC onsite representative, only if agreement on-site is not possible. v. In addition: • Loading of the cargo shall not commence until the IMS certifies the cargo, the crane and the heavy lift vessel or barge as applicable are ready to load in all respects. • The contracted vessel/tug and barge shall not sail until the IMS certifies the cargo and the heavy lift vessel or tug and barge as applicable are ready to sail in all respects. • The contracted vessel shall not offload until the IMS certifies the crane and the heavy lift vessel or barge are ready to offload in all respects. g) Contractor shall supply certified crane operators and a crane supervisor for the lift-off of all cargo using onboard, shore or floating cranes. Crane operators shall have a minimum of one year experience in heavy-lift crane operations and the crane supervisor shall have a minimum of one year experience in supervising heavy-lift crane operations. h) At the Contractor's expense, the Contractor shall provide all material and labor: • For transporting the cargo and lifting the cargo off the contracted vessel/barge (this includes design and construction of a spreader bar assembly and blocking arrangements as approved by the IMS). • Required to lift the cargo onto blocks and bracing material to secure the cargo. • For all other stowing, blocking, bracing and securing of the cargo IAW the US Navy Tow Manual Chapter 8 Heavy lift Transport, and as approved by the IMS. • For DRAYAGE SERVICES at the discharge port, from the pier to a designated location (TBD) at Launch Complex 25, Air Force Station, Cape Canaveral, FL. i) If shore crane services are required to assist in the rigging and unrigging of the spreader bar assembly they shall be provided by the Contractor at their expense. j) The Contractor at their expense shall provide stevedores at discharge port if required to assist ships' crew in the rigging and unrigging of the spreader bar assembly. k) Contractor's personnel working at loading and offloading sites must comply with the environmental health and safety requirements and facility regulations as directed. l) Heavy lift vessel/tug and barge shall be equipped with sufficient lashing points, material and equipment to secure the cargo in accordance with US Navy Tow Manual Chapter 8 requirements. m) ADD TO MSC DRYVOY Part III (j) (3) as follows: Notice of readiness will not be accepted by Charterer until the IMS signs a notice of readiness indicating the vessel is ready to load or offload in all respects.
