- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number: W52P1J-14-R-0202 This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchasing Agency: Army Contracting Command - Rock Island This Request for Proposal (RFP), W52P1J-14-R-0202, is issued as full and open on an unrestricted, competitive basis. The U.S Army Contracting Command - Rock Island hereby requests proposals in support of the Office of the Under Secretary of Defense, Personnel and Readiness (USD P&R) to procure assistance with initial research, coordination, and joint planning of a Global Knowledge Network (GKN). Services shall be performed in accordance with the Performance Work Statement (PWS) dated 30 August 2014, enclosed as Attachment 0001. The NAICS code for this requirement is 541990, All Other Professional, Scientific, and Technical Services. It is anticipated one Firm Fixed Price (FFP) contract will be awarded with one base year period of performance. The Government reserves the right to award no contract at all, depending on the Technical Acceptability and prices of the proposals submitted and the availability of funds. The basis for award will be a Lowest Price Technically Acceptable (LPTA) determination with an Acceptable/Unacceptable determinant for the Technical Factor and evaluation of Price, which will not be rated. Proposals must be submitted in accordance with Section L, Instructions to Offerors, enclosed as Attachment 0003 and Section M, Evaluation of Proposals, enclosed as Attachment 0004. All Offerors must be registered in the System for Award Management (SAM) in order to be eligible for an award with the US Government. Application to this site can be found under the following link: www.sam.gov. Failure to comply with SAM registration may deem an offeror ineligible for award. Commercial and Government Entity Code (CAGE Code): Offerors are requested to enter their CAGE Code on their proposals in the block with their name and address. The CAGE Code entered must match the name and address provided. All parts of the proposal must be received in its entirety to be considered for award. The closing date and time for receipt of proposals is as follows: Closing Date: 18 September 2014 Closing Time: 1000 hours U.S. Central Time Proposals shall be submitted electronically. Proposal submission instructions are contained in Section L, Attachment 0003. The pricing proposal shall consist of one firm fixed price, for CLIN 0001- Global Knowledge Network Support, for the entire effort as described in the PWS. This pricing proposal should be fully supportable and contain all back-up documentation to expedite negotiations and be submitted in accordance with Section L, Attachment 0003 Instructions to Offerors, and Section M, Attachment 0004 Evaluation of Proposals. The Government anticipates price competition; therefore, cost data is not required to be submitted with the Offerors proposal. However, the Government reserves the right to request data other than certified cost or pricing data after receipt of proposals. Offerors are cautioned to ensure their proposals are fully complete, including all fill-ins and blanks in the solicitation. All Offerors are cautioned to pay specific attention to Section L, Attachment 0003 Instructions to Offerors, and Section M, Attachment 0004 Evaluation of Proposals. Offerors should read these sections in their entirety. Marking Proprietary Information: All records, files, reports, and data deemed proprietary by the Offeror shall be clearly marked in accordance with applicable laws, regulations, and clauses within the solicitation. The Offeror shall be required to identify specific portions of the records, files, reports, and data that it considers proprietary by circling, underscoring, highlighting, or other appropriate identifiers, as required by, or in addition to, applicable laws, regulations, or clauses in this solicitation. Data not properly marked will be considered non-compliant to solicitation requirements and may be rejected under inspection and acceptance clauses of the solicitation. Data delivered for any purpose is presumed to be properly marked, and as such, rejection of improperly marked data may occur at any time upon discovery, by the Contracting Officer, that such data has been mislabeled or improperly marked.
